Report on Consultation: Strengthening Transgender Rights in Pakistan

Key Problems Identified
Transgender persons face difficulties in getting identity documents (CNIC, passports) that match their self-perceived gender.
Discrimination is widespread in education, healthcare, and employment. Harassment, stigma, and lack of support force many out of schools and into informal survival economies.
Cultural, religious, and societal norms contribute to rejection by families and communities.
Legal enforcement gaps: parts of the law (Transgender Persons (Protection of Rights) Act, 2018) are under challenge. In 2023, Federal Shariat Court struck down sections related to self-perceived gender identity, name change, and inheritance rights.
Main Solutions Proposed
Raise awareness through trainings and campaigns targeting youth, religious leaders, media, civil society.
Provide legal aid and support (for identity documentation, rights violations).
Empower trans persons via capacity building, vocational training, health literacy, and mental health services.
Establish dialogue platforms involving trans persons, families, community leaders to reduce stigma.
Advocate for legal reforms and ensure enforcement of rights, simplify bureaucratic processes (especially name and gender changes), strengthen grievance mechanisms.
Expected Outcomes
Better legal recognition (correct IDs, names, gender) for trans persons.
Improved access to education, health, and employment.
More social acceptance; reduced stigma and abuse.
Stronger legal protection and recourse when rights are violated.
