Politics is politics and sometimes it doesn't goes along with the needs of the children. The situation of our lot in Talisay seems to be blocked because of some lack of communication between the City and the Province.
Because of this, Cameleon is trying to find alternatives to push through with our center so much needed in Negros. In fact this year, 5 girls couldn't be admitted in our Passi center because of shortage of slots. Our advocacy program being so vocal, more and more victims are disclosing the abuse they are undergoing and are willing to benefit our rehabilitation program. Unfortunately, CAMELEON is the only specialized NGO on this region of the Philippines.
Right now, we are still trying to find a situation to the lot in Talisay and in the meantime exploring other possible solutions. We approached the City of Bacolod who introduced us to a possible donor willing to give us a land in the subdivision he owns. He requested that CAMELEON concrete the road of his subdivision as counterpart. After legal investigation we found out that the place he wants to donate to us is non-constructible so this track is also closed.
We are still looking for possible donors and support to eventually start the construction since all the documents and plans are ready and the children in need waiting!

Update CAMELEON project March 2017

After a promising start and a warm welcome from the local authorities of the City of Talisay and of the Province of Negros Occidental to put up a center for sexually abused girls, the situation underwent an unexpected turnaround during the last months.
To answer the request of the City of Talisay to transfer our project and not cut their municipal running track, the board members of CAMELEON association accepted to transfer our center in a smaller portion adjacent to the previous one. The Province of Negros Occidental also agreed to amend the official documents to fit this new location and the provincial council approved the amended usufruct last Jan 25th, 2017.
Since then the City of Talisay keeps us hanging until some negociation between them and the Province will be done.
In the meantime we have finalized the architectural design of the center. We are now depending on the settlement of this political issue to launch the bidding.
We hope that a positive outcome will be found in the coming days or weeks to start the construction works as soon as possible.

Constuction of shelter for sexually abused girls

Opening a new center in the island of Negros is a dream for many of us since many of the girls who are under the care of Cameleon which is based on Panay island come from this neighboring island. Junavie, one of our beneficiaries was with the Executive Director to meet the governor of the province of Negros and convince him of the importance to have a center in his island for the girls coming there. She insisted on the need for the girls to be able to see their family while undergoing the rehabilitation program and also the difficulties of attending to court hearings in Negros when you study in Iloilo. The travel time is a hindrance to schooling. The Governor asked her about her background and was impressed by her courage and her achievement since she is a college student right now.
Junavie was also there during the official signature of the agreement wherein the Province gave a land to CAMELEON on may 2016, peeping over the shoulder of the executive director!
The municipality of Talisay was also consulted and the newly elected mayor expressed his strong support to our project. Right now some renegociations are going on to move our center a few meters away because it is overlapping a running track that the municipality wants to preserve. The mayor is very supportive to all sport and recreational activities for the youth. He is very interested by circus and impatient to see our girls performing in his City.
In the meantime, the plans of this new center were drafted with an architect who will supervise the construction works in Negros. The biddings are ongoing to find the best contractors. The construction works should start by January 2017. Hoping that with the support of all those who trust CAMELEON and who wants restore the dignity of young girls victim of sexual abuse, this center will open in November 2017 to give a second life to victims.
