REPORT TITLE:FINAL CONSOLIDATED REPORT

PROJECT TITLE:FLOOD DISASTER RESPONSE AT TAMILNADU,S.INDIA.

PROJECT UNDER: FLOOD DISASTER RESPONSE AT CHENNAI,INDIA.

PROJECT DISTRICTS:CHENNAI, CUDDALORE & THOOTHUKUDI DISTRICTS.

PROJECT PERIOD : 01.01.2016 – 10.06.2017-18 months.

FLOOD DISASTER:

  • During Nov.2015 we had heavy rain fall in many areas of Tamil Nadu.
  • This rain fall affected much the areas of  Saidapet, Egmore, Kannagi Nagar, Ezhil Nagar, Tondiar pet in Chennai, Cuddalore and Thoothukudi
  • This rain flood covered completely Chennai city and it affected the normal life of the people.
  • Economically many people’s possessions agricultural fields and cattles were affected much.
  •   Aged people, patients and children were unable to escape from the flood, and there was a situation for many to meet death.

DISASTER MANAGEMENT:

  • This is the methods of protecting themselves from the Natural and artificial disaster
  • We see many major accidents. Those accidents are disasters.
  • If we carefully escapes from those disasters that is the Disaster Management 
  • We must classify the disasters according to the situation and condition and protect ourselves from those disasters are disaster Management.
  • We must not resist and fight against the disaster and known the situation in a clever manner we must at the Management.

EARLY WARNING SYSTEM:

  • When disasters such as heavy rain fall or terrible cyclone is occurred, public would be known in ahead of time. That is the early warning system
  • When fishermen go in to sea they and officials would be known about the cyclone which is going to be occurred
  • It would be understood by the illiterates and all village people by beating the drums  and make the announcement clearly in ahead of time
  • Being heard the Fore  Warning those who live in high or low lying areas would be taken to the protected places earlier
  • On knowing the fore warning keeping up the search and Recovery Team ready condition and also First Aid group is the main work of this Early Warning system.

FIRST AID: BANDAGE TECHNIQUES:

  • For the people affected in disasters sometimes have much bleeding, they may reach the unconscious condition and also go to the fated condition.
  •  During that occasion hemorrhage must be stopped. For that purpose and to stop the bleeding, it is necessary to make bandage immediately for those victims.
  • Those who have the head injury would reach the unconscious condition soon.
  • To avoid such situation, we must find out the blood leaking spot and stains of blood must be removed by the clean wet cloth.
  • Then take a clean and soft dry cloth (folder 3 or times) and press well.
  • Following that a long strip of cloth may be taken and that shall be kept surrounding the injury and bandage be made tightly.
  • When a fracture is made at the hand or leg the injured would feel much pain at the fractured bone area and he / she is unable to work
  • In the country treatment method bandage must be made.
  • Another method is to find the place of the bone fracture through the pain of the victim
  • In the bone fracture area 2 flat sticks must be kept upon the top and bottom     of the fractured bone.
  • If the fracture is found on hand, can be kept and must reach the fractured hand and make a knot to join the neck and hand. In such a manner cradle like knot is made pain of the victim. After this the patient can be taken to a near by clinic or hospital

ARTIFICIAL RESPIRATION:   

  • Disaster affected person must be checked if he is alive or not
  • Checking the pulse beat at chest portion (heart), both temples of the fore head
  • If the pulse beat is recognized with the affected victim, artificial respiration can be provided and the victim would be refreshed
  • Victims head and especially the victims mouth must be kept in the lifted condition
  • Up on the mouth of the victim a fine and clean cloth must be kept (to avoid bacterial infection) we shall exhale our breathing into the mouth of the victim.
  • After blowing air into the mouth of the victim we must keep our hand one upon another and keep upon the chest of the victim and give some pressure. Again we must blow in to the mouth of the victim and give pressure up on the chest portion of the victim

-         If we do so a good situation would be found after we do the process as mentioned above, the victim would turn to the normal condition.

MOCK – DRILL:

  • Protecting the affected victim and move him to the safe place is this incident
  • If a person is found injured and in laying condition we will need a stretcher to transport or carry the to another near by place
  • If the stretcher is not available on the spot we must take a bed sheet or thick dhoti and on both the sides of the clothing long poles must be kept and clothing can be rolled up to some extent tightly.
  • The injured person shall be laid up on the stretcher like system on front and back persons can come hold the poles on both the sides and the patient can be carried to any place.
  • If an injured person is in the sitting position two persons can help him by joining the both of their hands and make a stretcher like form and the injured person can be seated upon that set up. Then the victim can be carried easily.
  • When the disaster affected victim is capacity of walking to some extent, we can arrange him to stand up on our feet. When we walk, he will also along with us.
  • As a single person only is available to help the victim, we can carry him up on our shoulder in a clever manner.
  • We can also carry a victim up on our back carefully
  • If a person is entangled in a fire accident we must cover his head hairs and is body shall be covered with the thick cloth or gunny bags or bed sheets and we must roll the fire injured victim.

 WATER CONSERVATION:

  • Conservation of drinking water and utilize the same hygienically
  • Raising the ground water level by collecting rain water.
  • We must avoid the leaking of the growth of ATS mosquitoes
  • Heating the drinking water up to 100 F and usage of water in a healthy manner
  • According to the need we must use water and collect the drinking water.

WATER ANALYSIS:

  • Quality of drinking water can be tested at the Research center
  • Chlorine mixture shall be taken for about a quantity of 4 gm and must be added with 1000 ltr water.
  • Protein content must be checked by adding RC liquid into water drop by drop and knowing the details about that
  • 12 types of tests can be per formed and many qualities like acidity,basicity. By these tests healthy drinking water can be identified.

LIVELIHOOD TRAINING:

  • In coastal areas corals and pearls are collected and through which ornaments are made.
  • 30 types of garlands, Glass decorative articles, door, Window  Ornamental garland manufacture 
  • Teaching about selling these ornamental shells and garlands etc at Marina beach and other tourist centres.

ORNAMENTAL FISH CULTURE:

  • Segregate  the ornamental colour fishes and find species of the same
  • Reproduction time must be known and fishes being ready for the reproduction must be kept separately
  • Sea Angel Fishes can be transferred   to fresh water in circulation method oxygen can be given and reared well

HOME NEED PRODUCTS:

  • Preparation of Home Need Materials Washing Powder, Cleaning Powder, such as 30 materials.
  • Identification of buying places for ingredients.
  • Simple method of preparation as women are at their houses
  • At women organizations, Exhibitions, small type shops teaching the marketing techniques. 

MUSH ROOM PRODUCT:

  • Collection of naturally grown Mushrooms and do the arrangements for their growth in artificial method
  • We must select the type of roof through which sunlight would not be radiated then has flasks shall be made ready, within that mushroom seeds must be kept and in cool method the seeds will be germinated.
  • Then the mushrooms shall be divided into many varieties then they will be standardized to the quality for export.

EXPOSURE VISIT:

  • Selected  beneficiaries were taken for exposure visit to areas at Threspuram, Sawyerpuram to view Aqua Farm situated there
  • Fish Reproduction, Adding colour, Rearing and supervision of them were taught and shown  
  • Mush room culture Farm KVK Agricultural Farm, Annamalai University was visited
  • Culture place must be cooled in communion unnecessary materials shall be removed
  • Trainees were taken to P& Q Fishery Bi – Products Centre.
  • Beneficiaries were trained to manufacture fish, Prawn, Kanavai Pickles. This Training was provided with the Practical demonstration
  • To wards Early Morning system trainees one taken to Tharuvaikulam seashore practical demonstration
  • Health Assistant Trainees were taken to central Fire service Dept.
  • During the Time of Disaster Recovery, handling methods were explained.

DISASTER  MANAGEMENT & HEALTH ASST. COURSE :

  • For the service of the Direct Field workers during the time of disaster this training was convened
  • Along with the medical Assistance Nursing Training Disaster Management Training was also provided
  • For Mock Trill programme  was convened
  • To view practically Trainees was convened were trainees were taken to Govt. Hospital and primary Health Centers
  • In Research Centers Direct 7 Practical Demonstrations were convened for Trainees
  • Through the Service Dept. Practical demonstration was provided to the Trainees
  • In order to provide Disaster Management Programmes and Training programmes Trainer of Trainees Training were provided.
