Fourth Project Report

This report serves as the formal Notice of Early Project Closure for the Nembe Community Intervention. Following the successful execution of Phase 1 (Community Entry, Traditional Council Endorsement, and PSC Setup) and initial vetting under Phase 2 (achieving 40% completion / 400 verified candidates), project operations have been permanently suspended due to an unresolvable shortage of operational funds.

Despite achieving core community clearance and establishing strong local infrastructure, capital constraints prevent the completion of the remaining beneficiary verifications, onboarding, and program deployment. All active operations are being safely demobilized, and local stakeholders have been notified of the project’s immediate winding down.

 

Reason for Closure & Financial Overview

Primary Cause: Unavailability of capital reserves to support remaining field operations, verification logistics, and planned community distributions.

Impact on Operations:

Field verification teams operating in the Nembe riverine clusters could not sustain logistical expenses (transportation, data collection, CBO stipends).

Inability to meet financial commitments required for full program

Closeout & Demobilization Checklist

Operational Exit: Field teams have demobilized from local project bases in Bayelsa State.

Asset Retrieval: All project materials, documentation, and hardware have been audited and secured.

Formal Exit Declaration: Project operations are officially designated as Closed / Incomplete.
