Winter in Ukraine has been extremely harsh, with temperatures dropping to -20°C. At the same time, Russian attacks on critical civilian infrastructure have caused emergency outages, leaving large parts of cities such as Kyiv, Kharkiv, Chernihiv, and Poltava without heating and electricity. Vulnerable groups, including older persons, persons with disabilities, and families with children, have been among the most affected.
To support communities during the most challenging periods, Ukrainian Red Cross emergency response teams, in partnership with the State Emergency Service of Ukraine, deployed heating points in areas without heating.
At these locations, people could warm up, receive hot tea and meals, charge their mobile phones, and stay connected with their families. For thousands of people, these heating points became a vital source of support during cold and dark days.
In addition, we provided industrial heat guns, nearly a thousand blankets, sleeping sets, and bedding to 11 support centers established by local authorities. At the same time, volunteers of the Ukrainian Red Cross assisted at more than 105 heating points, working jointly with the State Emergency Service of Ukraine and municipal services. They also made home visits to people with limited mobility, ensuring they received timely assistance and had everything they needed.
As a trusted partner of the authorities, the Ukrainian Red Cross has been delivering generators sourced from the EU’s strategic reserves to communities and procuring the necessary auxiliary equipment for their installation. In total, 447 generators are being delivered and installed, ensuring the continued operation of hospitals, critical infrastructure facilities, and heating points.
