Project Report: Bringing Water Access to Students in the Philippines
Organization: Minds Beyond Measure
Project Site:San Miguel Elementary School, San Miguel Island, Philippines
Implementation Period: August 2026 (Volunteer Deployment)

Project Overview

Minds Beyond Measure is launching an initiative to improve access to clean and safe water for students at San Miguel Elementary School. This project addresses critical gaps in drinking water, sanitation, and student well-being. In August 2026, a team of volunteers will travel to the Philippines to support the construction of a sustainable water system and provide bicycles to students to improve accessibility to education.

Problem Statement

San Miguel Elementary School currently has no reliable source of potable or drinking water. The school depends primarily on rainwater collection, which is both insufficient and unsafe for consumption. As a result:

  • Students do not have adequate drinking water throughout the school day.
  • Sanitation facilities are poorly maintained due to lack of water.
  • Only 4–6 comfort rooms serve approximately 1,130 students, many of which are unusable.

Impact on Students

The absence of a reliable water supply has led to several serious challenges:

  • Health Risks: Students avoid using restrooms due to unsanitary conditions, leading to illness particularly among younger female students.
  • Safety Concerns: Some students resort to using unsafe, grassy areas, exposing them to environmental hazards such as snakes.
  • Reduced Well-being: Limited access to water affects hydration, hygiene, and overall learning conditions.

Proposed Solution

The project aims to establish a sustainable water system utilizing a nearby natural spring located approximately 400–500 meters from the school. Through a usufructuary agreement with the landowner, the school has secured access to this water source for up to 50 years.

Key components of the project include:

  • Construction of a concrete water tank at the source
  • Construction of an 18-meter-deep water tank at San Miguel Elementary School to support the Department of Education’s island kitchen initiative, helping provide food to more than 800 children living in poverty across the island
  • Installation of water pipes and plumbing systems
  • Use of an existing electric water pump
  • Exploration of solar energy solutions to address frequent power outages

Additionally, the project will work toward rehabilitating existing but unfinished water infrastructure on campus.

Additional Initiatives:

Student Transportation
To further support educational access, the initiative includes procuring bicycles for students at both San Miguel National High School and San Miguel Elementary School who travel long distances. This will help reduce absenteeism and improve daily attendance.

Educational and Enrichment Programs
Minds Beyond Measure will also deliver complementary programming to support student development and teacher capacity, including:

  • Teacher training workshops to strengthen classroom instruction and student engagement
  • The R4L (Rhythm for Life) drumming program to promote teamwork, expression, and social-emotional learning
  • The My Body My Power girls empowerment program, focused on confidence, health education, and personal agency

Expected Outcomes

  • Reliable access to clean drinking and potable water
  • Improved sanitation and restored restroom facilities
  • Enhanced student health, safety, and dignity
  • Increased school attendance and engagement through transportation support
  • Strengthened teacher capacity and enriched student development through programming

Conclusion

This initiative represents a critical step toward creating a healthier and more supportive learning environment for over 1,100 students. By addressing water access, nutrition, transportation, and educational enrichment, Minds Beyond Measure aims to deliver sustainable, long-term impact for the San Miguel school community.
