In 2025, for one trial school, HABandBF obtained 54 birth certificates for school age children and 1 for an 85 year old woman. Complimentary to our School Fund project this work brings legal and long lasting dignity to these children. For example, when the Schools Fund had the privilege of visiting Vusamusi Primary School in the Embo community they were able to identify children without birth certificates and enlist the services of our Advice Bureau Fund. Fitting brand-new school uniforms for the 25 neediest learners, they were once again deeply moved to discover that many of them had no underwear at all. Each child was gifted two new pairs, and for several, they were put on immediately. Those without birth certificates were referred to the HABandBF paralegal team.
Can you imagine life without a birth certificate?
You're not legally a person...
Zero dignity...
If you don't exist, you can't get a school certificate, or a bank account or a formal job. You can't have hospital or doctor or vaccination records.
Although Government schools in South Africa will accept you ... they don't get the financial allowance for textbooks, equipment, teachers or food to provide you with education.
Your caregiver can't claim child benefit for you... even if that caregiver is your grandmother or your older sibling because your parents have died...
My informal research in the disadvantaged schools which Hillcrest Advice Bureau and Bursary Fund (HABandBF) serves in the Valley of 1000 Hills around Hillcrest, KwaZuluNatal, South Africa shows that between a QUARTER and a THIRD of all primary school children DO NOT have a birth certificate!
Shocking!
WHY???
Perhaps the grandmother or great grandmother never had a birth certificate. Which meant that her children couldn't have birth certificates, and their children and their children's children.
Other reasons can be simply that the hospital entered the wrong Identity Number for the mother on the vaccination and birth record. Or that the mother died at birth and the caregiver for the new baby was the eldest brother or sister - still a child themselves - and unable to navigate the bureacracy.
In the first 6 months of 2026 the Schools Fund has distributed uniforms to the 25 neediest children in 11 Primary Schools and two pairs of underwear each to sometimes the whole school. The Advice Bureau is currently working on obtaining birth certificates for 79 children and 2 adults. They are organising presentations to all caregivers at three different schools.
