Stopping Early Marriages during COVID Pandemic

COVID-19 pandemic has affected everyone in the India and across the world. The pandemic has affected everyone in the country living in urban or rural parts of India. This affected the project on-ground project rollout we had planned in the second phase of the project year under reporting. During this time, the entire focus shifted to tackle emerged adverse situations due to the pandemic. Even during this difficult time, the project team was trying to engage with community stakeholders and government officials. We also saw this time as an opportunity to build the capacity of district team members. As precautionary measure the Indian government announced complete lockdown in the country in month of March’2020; however, it is still there in different parts of the country partially or full-fledged. In midst of all these the schools are still shut and there are several guidelines issues by center/state governments on people coming together or public gatherings. The pandemic is having an adverse effect on lives of adolescents’ population. Generally, we see learning in communities where education is already not a priority, specifically girls’ education. Our assumption is after this period of pandemic, statistics will surely show an increased number of school dropouts by adolescent girls due to forced/early marriages. Unfortunately, many vulnerable girls will be exposed to harmful cultural practices like early or forced marriage.

Therefore, during this period one of focus was to re-establish our engagement with adolescents in the intervention areas. Hence district teams started discussion with key stakeholders (such as PRIs, teachers, FLWs, etc.) in the intervention communities. On weekly basis, the team was updating on how many adolescents they are able to trace and how many remaining to ensure that they are not dropped. During this period, team engaged and sensitized adolescents on health & hygiene including awareness session on COVID-19. We also used this time to engage with other key stakeholders to provide them all required support.

The Key Highlights:

  • Direct Actions to Stop Early Marriage Incidents in Intervention Areas: The district program team was able to stop three early marriage incidents in the intervention areas. The district program team came to know about three early marriage cases through our key stakeholders. They immediately asked registered a complaint on helpline number. Once the complaint was registered the program team started coordinating with district child-line team and local police for immediate action; with support of district network, line department and local stakeholders three early marriage cases were stopped though it was lockdown due to COVID-19 pandemic.
  • Initiatives by Youth and Adolescents: It was extremely encouraging to see how Breakthrough’s Taaron Ki Toli (TKT) stars and local youth of Chandaul gram panchayat of Barkagaon block organized a health and hygiene; also the awareness about COVID-19 was included part of it. The adolescents & youth group members in Chandaul gram panchayat planned and initiated a campaign in their gram panchayat on COVID-19.
  • Intervened to Start Community Kitchen: Jharkhand state government initiated a Didi Kitchen concept amid the lockdown. The Self-help groups run these kitchens with the state government's assistance to provide free meals to the poor and destitute people. The district team members made efforts at block & district level government department to started Didi kitchen in Pundaul village. This kitchen provided food to 36 families during the lockdown when people from different parts of country were coming back to their hometowns had no money and work to survive.
  • Online Sessions: The district team organized online sessions with different stakeholders during the reporting period. These sessions were organized based on emerging needs and all the participants appreciated them. There was no or supply of sanitary pads during this time hence the district team organized an online session on pad-making, PRIs, FLWs & teachers members were sensitized on government services & their role.

Simultaneously, we have been planning and working during this lockdown phase to prepare ourselves to deliver the program post lockdown. We hoped against hope that the government would take enough measures to arrest the increase in cases and we would soon be back to field as a large portion of our field areas cannot be reached via digital means.  We are not sure of the situation post lockdown but we are trying our best to prepare ourselves. We have digitized all the training modules, thought of and implemented multiple methodologies to engage different stakeholders and groups, trained district/field team in conducting sessions by using digital tools etc.
