Poverty is an attitude problem. Stated this way, without preamble, does come off as rather arrogant and insensitive. Socioeconomic development depends then on the quality of human development; education of a quality that deters the transfer of negative attitudes to the new generations. Faced with this challenge, Perkin Educational Opportunities Foundation, Inc (PEOF) was formed in 2007 with the objective to develop proposals, contribute to the construction of solutions and with the mission of community enrichment through education.
