Youth Welfare Center is an organization that cares for youth who, for various reasons, are not able to be raised by their families. The staff endeavor so that the children are able to make their way as independent members of society. The Youth Welfare Center also provides a range of care and support for former residents.
Natsuo Haseba experienced that within the child welfare system in Japan, it was typical for orphans to live in and then get a job after completing compulsory education. However, when children stumbled in finding work, they lost their place of residence in orphanages and often faced the struggle of not having a place of support to return to.

Through these independent support home programs, the Youth Welfare Center (Seishonen Fukushi Center) enables children to: 1. Build reliable human relationships through homely support 2. Design their own future and work on problem solving to go on to school, higher education, and obtain qualifications. They would be supported by these programs so that they can have a prospect of life after becoming independent.
