IX Encuentro del Grupo de Trabajo Regional de Producción Social del Hábitat

El día 24 de septiembre de este año, el Grupo de Trabajo Regional de Producción Social del Hábitat realizó su noveno encuentro de forma híbrida. Este encuentro tuvo como objetivo reflexionar, intercambiar y discutir ideas, experiencias y alternativas de articulación y acción para avanzar la agenda de producción social del hábitat en el contexto de las graves crisis actuales en la región y en el mundo. La actividad estuvo precedida por un conversatorio abierto al público sobre los fideicomisos comunitarios de tierras como una opción adicional que se ha usado satisfactoriamente también en países latinos para lograr avances en el derecho a la vivienda y los derechos vinculados al hábitat, además de haber probado que son alternativas eficaces contra el desplazamiento y para asegurar la asequibilidad de la vivienda a largo plazo. Particularmente, en el conversatorio se conoció la experiencia del Fideicomiso de la Tierra del Caño Martín Peña en San Juan, Puerto Rico, galardonado con el Premio Mundial del Hábitat de 2016, a través del cual se logra tierra colectiva mientras lxs pobladores tienen el derecho de superficie sobre el lote que ocupan y la estructura, lo cual les ha permitido enfrentar procesos de gentrificación y riesgos medio ambientales. Las reflexiones del conversatorio fueron retomadas en el IX encuentro, sumándose a la discusión sobre el panorama regional, haciendo énfasis en la coyuntura y desafíos de los países de los diferentes participantes (Argentina, Brasil, Ecuador, México, Paraguay, Perú, entre otros). En el conversatorio hubo una participación de 64 personas, mientras que en el encuentro hubo un total de 49 asistentes entre quienes estuvieron presencialmente y quienes se conectaron de forma virtual.

De igual forma, en el marco del Día Mundial del Hábitat establecido en el primer lunes de octubre de cada año, el grupo de trabajo construyó colectivamente la Declaración del Día Mundial del Hábitat y de Lxs Sin Techo 2024, en donde se resalta la crisis de vivienda que atraviesa la región de América Latina, además de otras graves problemáticas en diversos países como la falta de agua, apagones, incendios intencionales, inundaciones, migraciones, desalojos, desplazamientos, y otras. También se hace un llamado a la articulación social; la construcción de políticas que permitan el acceso al suelo; la promoción de modelos de vivienda no especulativos y de políticas que favorezcan los procesos de producción social del hábitat; el empleo de tecnologías constructivas ambientalmente sustentables y de materiales naturales locales; el reconocimiento del valor que tienen los saberes de los pueblos originarios; el apoyo profesional interdisciplinario; el desarrollo de programas de formación académica y proyectos de formación en los territorios; entre otras propuestas. Finalmente, en la Declaración se reitera el compromiso de lxs integrantes del Grupo de Trabajo para continuar impulsando acciones colectivas, así como profundizar la organización popular y la articulación para hacer frente a las múltiples crisis y avanzar en el derecho de todas las personas a un lugar digno donde vivir.

Ninth Meeting of the Regional Working Group (RWG) on Social Production of Habitat (SPH)

Last September on the 24th, the Regional Working Group (RWG) on Social Production of Habitat held its Ninth Meeting in a hybrid setting. Its goal was to analyze, exchange and discuss ideas, experiences and alternatives of articulation and action to advance the agenda of social production of habitat amid the current severe crises affecting the region and the world. Before the meeting, a public panel discussion was held regarding community land trusts as an additional option that has been successfully applied in Latin American countries to advance housing and habitat rights, and that has proven to be an effective alternative against displacement as well as to ensure long-term housing affordability. More specifically, members of the Caño Martín Peña Land Trust in San Juan, Puerto Rico, winner of the 2016 World Habitat Award, shared their experience. From this exchange, participants learned how collective land was obtained while residents have the right of use of land over the lot they inhabit as well as the structure, which has allowed them to face gentrification processes and environmental risks. These discussions and others addressed at the panel were revisited in the ninth meeting, along with the regional panorama, with emphasis on the present juncture and the challenges the countries (such as Argentina, Brazil, Ecuador, Mexico, Paraguay, Peru, among others.) of the different participants face. There was a total of 64 participants in the panel discussion, while the meeting was attended by 49 people, including those who were present in person and those who joined the meeting online.

Additionally, in the context of World Habitat Day, celebrated each year on the first Monday of October, the RWG collectively drafted the Declaration of World Habitat and Homelessness Day 2024, highlighting the housing crisis in the Latin American region, in addition to other serious issues affecting various countries, such as lack of water, blackouts, arson, floods, migration, evictions, displacements, and others. The declaration also calls for social articulation, as well as the drafting of policies that allow access to land, the promotion of non-speculative housing models and policies that benefit social production of habitat processes, the use of environmentally sustainable construction technologies and local natural materials, the recognition of the knowledge of indigenous peoples, interdisciplinary professional support, the creation of academic training programs and training projects in the territories, among other proposals. Lastly, the Declaration reaffirms the Working Group's commitment to continue promoting collective actions, as well as to deepen popular organization and articulation in order to tackle the multiple crises and advance the right of all people to a safe place to live in peace and with dignity.
