How Limited Housing Affects GBV Survivors

For survivors of gender-based violence (GBV) in Saint Lucia, the path to safety is often blocked by a profound housing shortage that leaves them with few viable options for escape. The scarcity of affordable housing presents a significant barrier for victims seeking to leave abusive relationships, as the high cost and limited availability of apartments force many to remain in violent situations. The island's primary domestic violence shelter is perpetually at full capacity, and even when space is available, it is centralized in one location—often far from where women live, making relocation especially difficult for those with children. With the sole comprehensive shelter organization on the island having provided support to 248 women and children in 2025 alone, the gap between referrals and available space remains distressingly wide, underscoring an urgent and unmet need.

The financial realities of Saint Lucia's rental market compound this crisis, making independent living nearly unattainable for survivors with limited incomes. A furnished one-bedroom apartment averages 1,200 XCD per month, while even an unfurnished unit costs approximately 950 XCD—significantly above the 750–850 XCD range that would be affordable for many women fleeing abuse. For survivors who are often unemployed, underemployed, or earning low wages, affording basic living expenses—let alone rent on their own—becomes an insurmountable challenge. Women with children face even greater hurdles, fearing they cannot financially care for their families without access to support services, making them feel trapped in dangerous environments out of financial necessity. This shortage forces survivors into a cruel paradox: leaving the abuse may mean facing homelessness, while staying means enduring continued violence.

The consequences of this housing crisis extend far beyond individual hardship, perpetuating a cycle of abuse that undermines the entire community's safety and stability. Without access to long-term, stable housing, survivors remain vulnerable to being forced back into abusive situations or becoming homeless. Domestic violence is one of the primary causes of homelessness for women and their children in Saint Lucia, yet due to space and resource constraints, at least two out of every four victims who identify a need for housing services do not receive it. While the Government of Saint Lucia has secured a US$20 million facility to expand affordable housing and address long-standing challenges in the sector, these initiatives have yet to create the targeted, accessible solutions that GBV survivors urgently need. Until affordable housing becomes available within the 750–850 XCD range and rental assistance programs are expanded specifically for domestic violence survivors, countless women and children will remain trapped in abusive relationships, their safety held hostage by a housing market that offers no affordable way out
