This project promotes the vulnerable group's rights to development, to be treated fairly and without discrimination, on an equal position as other groups in rural communities. The realization of their rights will be stated in village regulatory documents so that there is legal guarantee in order to have annual budget allocation for realization of their basic needs. There will be 50 villages in Southeast Sulawesi to be covered, with a total direct and indirect beneficiary around 56,000 people.
Villages in Indonesia have authority to organize their own communities with annual budget allocations provided directly from the state. However, vulnerable groups such as people with disabilities and the poor are still discriminated and excluded from village development. Observation in 50 villages in Southeast Sulawesi, no village had a budget allocation for fulfillment basic needs of this group. This is caused by exclusive development planning without participation from community groups.
IDRAP carries out awareness advocacy for policy makers regarding the rights of vulnerable groups. Transparency and accountability in development will be carried out by government administrators. Representatives of vulnerable groups will be fully involved in the policy making process. Training on development planning involving all stakeholders, including vulnerable groups, will be conducted. Technical assistance in the field will be provided to ensure the needs of vulnerable groups are settled.
This project promotes the equal rights of vulnerable groups to be treated fairly without discrimination in rural development. The realization of rights of these groups will be settled in the village regulatory documents related to development so that they are legally guaranteed. Increasing the capacity of community groups will become lasting capital to maintain the project impact. There will be 50 villages covered with 6,000 direct beneficiaries and around 50,000 indirect beneficiaries.
