In Pakistan, Deaf girls and women with disabilities are among the most vulnerable to harassment, exploitation, and abuse. Due to communication barriers, social stigma, and lack of awareness, they often struggle to report incidents or defend themselves. Many remain unaware of their rights, the resources available, or the strategies they can use to stay safe.
Recognizing this urgent need, the Deaf Welfare Awareness Foundation (DWAF) launched an ongoing program to empower Deaf girls with practical skills, safety awareness, and the confidence to live with dignity.
What We Have Achieved So Far
Over the past few months, we successfully conducted more than 10 awareness and self-protection sessions in:

Schools for the Deaf

Vocational training institutes

Orphanages housing Deaf girls

Community centers supporting women with disabilities
Each session was tailored to meet the communication needs of Deaf participants through Pakistan Sign Language and visual learning tools.
What These Sessions Included

Understanding Harassment – Helping participants identify inappropriate behavior and differentiate between safe and unsafe interactions.

Self-Defense Techniques – Practical, easy-to-learn moves to escape dangerous situations.

Reporting Mechanisms – Guidance on where and how to report harassment, including contact numbers of police helplines, women’s crisis centers, and relevant NGOs.

Confidence-Building – Role-plays and group activities to practice speaking up and setting boundaries.

Legal Rights Awareness – Information on laws in Pakistan protecting women and persons with disabilities from harassment and abuse.
Impact Stories
After one of our sessions, a Deaf teenage girl shared (in sign language) that she had experienced harassment from a neighbor but never told anyone because she didn’t know where to seek help. Armed with our training, she reported the incident to a trusted family member and contacted a women’s helpline for guidance. This is just one of many real-life examples of how awareness can transform fear into action.
Our Future Plans
The positive response has strengthened our resolve to:

Expand to all districts of Punjab in the next phase.

Develop easy-to-understand safety manuals in Pakistan Sign Language.

Train local Deaf women leaders to conduct similar sessions in their own communities.

Eventually, reach Deaf girls across Pakistan — urban, rural, and remote areas.
Challenges We Face
Our biggest constraint is limited funding. Every outreach trip, training material, and sign language interpreter costs money. Without sustainable support, we cannot reach the many communities still waiting for this knowledge.
