Here Come The Judge...
Here Comes The Judges Ordering AIW's Nurses
HERE COME THE JUDGES...
Since the inception of Angels in Waiting (AIW) State Law; Chapter 490, signed on January 1, 2014, it has been a slow uphill climb, getting all 58 Departments of Children and Family Services (DCFS) to implement our cost-effective and life-saving Nurse-Foster Provider program within their county. To date, only 3 out of the 58 agencies have implemented our Nurse-Foster Provider program!
The Department of Social Services, who oversees the Departments of Children and Family Services, has sent out “two” All County Letters, directing the DCFS agencies to implement the State law! This letter is requesting DCFS agencies to recruit the nurses needed to meet their growing medically fragile foster care population. This high-risk, vulnerable foster care population is in an added grave predicament due to their in-utero opioid exposure. There is an added burden for the DCFS agencies to recruit the nurses needed to meet their growing medically fragile foster care population and sadly many of the DCFS agencies have not fulfilled the State law! Our appointed juvenile judges have stepped up to inform the Departments of Children and Family Services that they need to implement this law, by requesting with-in court documents, to place an infant or child with an Angels In Waiting Nurse-Foster Provider, bringing awareness to our noble program via a court order!
This Thanksgiving week my heart has been in great turmoil. San Diego County DCFS received such an order from a juvenile appointed court Judge in San Diego County for a medically fragile but cognitively gifted little girl who has resided in an Emergency Shelter Facility for over a year and half, because they could not find adequate placement for her common health condition.
These shelters are designed to hold infants, children, and youths legally for only 10 days! This was due to a large California County DCFS agency not being privy to the State law Chapter 490. Also, they did not review the two issued “All County Letters #16-117” sent out by the Department of Social Services informing San Diego County that they needed to implement State Law #490; AIW’s cost-effective and life-saving Nurse-Foster Provider program.
This precious innocent little soul spent her Thanksgiving in the emergency shelter she has called home for the last 18 months. This is a place NO child should be accustomed and should not be forced to live in for over a year and a half at the tender age of 8! I was truly jubilant that finally, San Diego County Judges are now cognizant of our state law, and has read the All-County Letter #16-117. However, I was literally sick to my stomach this Thanksgiving, knowing that this precious 8 year old, cognitively gifted little girl who has a common medical condition that deemed her medically fragile, sat in a violent, non-nurturing emergency shelter for over year and a half, and spent another Thanksgiving in a less than ideal placement. When the hands and the heart of a dedicated nurse foster provider in a loving home, could have easily cared her for this Thanksgiving!
When I reached out to the child’s social worker on Wednesday, the day before Thanksgiving, she informed me we have three nurses and their family coming to visit this precious innocent soul during this Thanksgiving weekend.
This Little Angel In Waiting became a victim of an overburdened, County-run-system that was supposed to protect her. Sadly, somebody in San Diego County whose job was to review and implement all legislative changes, did NOT do their job. As a result, this little girl deeply suffered for a year and a half in an emergency shelter, which houses juvenile delinquents and infants and children congruently.
We are Thankful to the Judge and the judges who are aware that many of the DCFS agencies are not implementing AIW’s Nurse-Foster Provider program as ordered by State law. I am thankful to the judges who took the time and wrote court orders to bring awareness to the State Law by placing in their court records the directive, “Place with an Angels In Waiting Nurse”!
