Executive Summary

Orphaned and vulnerable children/ children without parental care often have a long trail of painful experiences. Nothing can take away the pain of the children who have lost one or both parents due to various circumstances and leading a life full of insecurity.

Foster care is a form of family placement for a child when his or her biological parents are unable to care of the child. This placement is intended for a planned period of time and does not involve the permanent transfer of parental rights and responsibilities. It’s mainly addressing those children who are unable to live with their biological parents and families. It is a care for those children who are in need of care and protection for which the child’s parents are unable to provide food, shelter and a protective environment.

According to the UNCRC every child should live in a supportive, protective and caring environment that promotes his/her full potential. Children with inadequate or no parental care are at special risk of being denied such a nurturing environment. Children who cannot live with their parents should still grow up in a loving home and enjoy all their rights.

With an objective to bring back together the child with his/her own family YCDA has been promoted the foster care initiatives in different districts like Boudh and Bolangir .YCDA promotes Alternative Care arrangements with the promotion of safety nets and well being of the child and family. 

Key Programme During the Period:

Followup visit/Counselling support to the foster children:

100 Children are getting the counseling support in regular basis, the individual counseling impacts on the children resulted to make the children regular in school. After the counseling and monitoring all the children have been able to appear the annual examination for the class promotion, their life skill and behavioral practice has been developed. Personal development among the children has been developed. All 100 children have been continuing in the family based care. The Village Child Protection Committee is also taking the ownership in monitoring to all the 100 foster care children. Now all children are accessing the nutrition food in regular basis. 

Need Assessment and Suppport to the children

Need Assessment is the most important for the children who need of care and protection. As every child is unique, the need of the children is also different.The need assessment of the 100 children have been conducted and their individual care plan was got reviewed. As per the need assessment the care support is provided, reading & writing materials and tuition fees were provided. The children get regular in their education and health supplement. As per the need the children get the health benefits.  

Need based suport to the children

Need and planning of every child is different. Based on the planning & needassessment of the child reading & writing materials, slippers, tuition fees & food packets have been provided to these 100 children. All the 100 children are accessing their needs on education assistance and nutritional food.

 issue birth certificate for the foster children

Accessing the birth registration certificate is a concern to have identity which is foremost challenging for the children out of parental care. YCDA advocates for the birth registration certificates in a regular basis & facilitate to access the birth registration certificate During the period 18 nos. of children have got thebirth registration certificates for their Identity.

 training to caregivers

During the period we provide training and orientation on child care to the 100 care givers so that they could actively take care of the children .All the care givers gain knowledge and skill on parental care, personal health & hygiene. They use the tips learnt from the training in their day to day life.

family strenthening

Family strengthening is the major part to bring sustainable changes of the foster family and child. The social worker visits the family regularly and in order to strengthen the capacity of the families , helps to avail the benefit from govt. schemes . During the period 6 nos of families have been linked in IAY, Old age, Widow pension schemes and availed it. For family strengthening programme YCDA provide revolving fund support to run the income generation activities. Staffs visit to the family and giving the hand holding support for taking forward the Income generation activities and bank linkages for the socio economic development of the families. It also generates interest on the savings for the children.

I am a 8 year boy lives with my uncle & aunty.I called them mummy & Papa. They gave me all love & affection equal to my little sister. Now, I am reading in class-III. I love to go to school for reading, secured 2nd position in my class. Love to play with my friends & sister.

Before I was very much irregular to school, fight with my friends but Now, I am going to school & tuition regularly& also actively participating in different school co curricular activities.
