According to the UNCRC every child should live in a supportive, protective and caring environment that promotes his/her full potential. Children with inadequate or no parental care are at special risk of being denied such a nurturing environment. Children who cannot live with their parents should still grow up in a loving home and enjoy all their rights.
It is an accepted fact that institutionalization of children should be the last resort and the family-based non-institutional care is a better option, to the extent possible, institutionalized children into families, the foster care is an arrangement to ensure that the birth parents do not lose any of their parental rights or responsibilities. With an objective to re-unite the child with his/her own family YCDA has been promoted the foster care initiatives in different districts like Boudh and Bolangir.YCDA promotes Alternative care arrangements with the promotion of safety nets and well being of the child and family.
Key programme during the period:
Followup visit/Counselling support to the foster children:
Follow up visit and monitoring is the major part of the programme to strengthen the system. Our social worker regularly visits the children, caregivers and counseled them. The social worker continuously supervising their monthly academic progress records and discusses with the parents. All the 100 children are going to school and tuition regularly. The social counseling and psychosocial support helps to the children to come out from the traumatic situation. During the visit various gaps and challenges are identified and prepared the safety majors.
Emergency health checkup of foster children:
Whenever we are talking with the all round development of the child, the rights to development is another concern and for this health checkup is the important part . Particularly the children living in the foster family require the regular health check up sometimes the child does not have the opportunity of health care properly, in this regards YCDA organizes the emergency health check up of the children who are suffering from severe health problem like sickle cell anemia, fever, eye problem. During the period 15 nos. of has been provided medicine support children to cured from diseases.
Issue Birth certificate for the foster children:
Accessing the birth registration certificate is also another concern to have identity which is foremost challenging for the children out of parental care. YCDA advocates for the birth registration certificates in a regular basis & facilitate to access the birth registration certificate During the period 16 nos. of children have got thebirth registration certificates for their Identity.
Family Strenthening:
Family strengthening is the major part to bring sustainable changes of the foster family and child. The social worker visits the family regularly and helps to the families to put into action. Facilitate to have the social security schemes like widow pension, BPL card availability, old age pension, Indira Awas Yojana etc in order to strengthen the overall capacity of the family.
During the period 10 nos of families have been linked in such schemes. For family strengthening programme YCDA staffs random visit to the family and giving the hand holding support for taking forward the Income generation activities support and bank linkages for the socio economic development of the families.
Strenthening village child protection committee:
The village child protection committee promoted by YCDA has been playing a major role in giving safeguard to the children out of parental care. During the period YCDA staff sits with the village child protection committee to discuss the child protection issues. The role and responsibility of the village child protection committee was discussed. Now, the village child protection committees are sitting regularly and preparing the micro plan for the children out of parental care and simultaneously advocates to the duty bearers for the all rights and protection of the children. Children representatives in the VCPC committee are also taken major role to identify the child protection issues among their peer groups.
