Executive Summary:

Orphaned and vulnerable children/children without parental care often have a long trail of painful experiences. Nothing can take away the pain of the children who have lost one or both parents due to various circumstances and leading a life full of insecurity.

Foster care is a form of family placement for a child when his or her biological parents are unable to care of the child. This placement is intended for a planned period of time and does not involve the permanent transfer of parental rights and responsibilities. It’s mainly addressing those children who are unable to live with their biological parents and families. It is a care for those children who are in need of care and protection for which the child’s parents are unable to provide food, shelter and a protective environment.

According to the UNCRC every child should live in a supportive, protective and caring environment that promotes his/her full potential. Children with inadequate or no parental care are at special risk of being denied such a nurturing environment. Children who cannot live with their parents should still grow up in a loving home and enjoy all their rights.

It is an accepted fact that institutionalization of children should be the last resort and the family-based non-institutional care is a better option, to the extent possible, institutionalized children into families, the foster care is an arrangement to ensure that the birth parents do not lose any of their parental rights or responsibilities.

With an objective to bring back together the child with his/her own family YCDA has been promoted the foster care initiatives in different districts like Boudh and Bolangir .YCDA promotes Alternative Care arrangements with the promotion of safety nets and well being of the child and family. 

Key Programme During the Period:

Followup visit/Counselling support to the foster children:

Follow up visit and monitoring is the major part of the programme to strengthen the system. During the period our social worker regularly visits the children, caregivers and counseled them. The social worker continuously supervising their monthly academic progress records, development and discusses with their guardian. All the 100 children are going to school and tuition regularly. The social counseling and psychosocial support helps to the children to come out from the traumatic situation. During the visit various gaps and challenges are identified and prepared the safety majors.

 

Annual Meet with Children & Stakeholders:

The Annual meet has been conducted for 100 children in a child friendly picnic mode, where they can come together to a platform to enhance their capability

and share their learning with their peer groups & stakeholders. All the children are fully participated & enjoyed the picnic by singing; dancing, storytelling and doing creative art. Stake holders from CWC, DCPU, Teacher, and Village Child Protection Committee took active part in the picnic and appreciated children participation & encourage them.        

Dissimination Programme on Gifting a Family:

The Foster Care for orphan children project face inadequate financial resources to meet the expansive growing needs of delivering comprehensive and quality services to ovcs. “Gifting A Family” is resource mobilization initiative of YCDA to bring supporters together and create a resource pool for needy and marginalized children to provide basic rights of food, education, health.

The purpose of the resource mobilization strategy is to ensure that maximum support and resources are mobilized from local governments, national and international donors, the private sector civil society organization and, communities for effective delivery of comprehensive and quality services for ovc and their households.

Participants from multi-disciplinary sectors have taken part in the programme and invaluably contributed to the programme More than 250 participants have joined in the programme and got an understanding on the family based care for the children who need of care & protection.10 nos of individual persons had came forward to support to the children directly through the programme.

I am a 14 year’s old boy, live s with my old grandparents in a village of Balangir district reading in class-IX. I lost my parents in an accident after that I live with my grandparents. In the mean while i am in a severe depression and irregularly going to school. My grandfather had a small shop from this he meets our family needs.

My grandmother is taking care of me & sometimes they are not able to fulfill my educational needs & clothes.

Now with your support I am regularly going to school & play with my friends. I come back to my normal life & living happily with my grandparents.
