DISASTER MANAGEMENT TRAINING AT KOVALAM BEACH

REPORT TITLE : RESPOND TO CYCLONE VARDAH DISASTER

PROJECT TITLE: CYCLONE VARDAH RECOVERY FOR TAMILNADU FISHERFOLK

PROJECT SITE : KOVALAM,KANCHIPURAM.

FOR CYCLONE VARDHA AFFECTED VICTIMS–KOVALAM BEACH SITE,KANCHIPURAM:

By the sudden change in Nature many types of damages and disasters occurred on earth. During that occasion, huge waves of ocean, Tremours, terrible fire accidents, heavy rain following those great floods are occurred up on earth. During these disasters occurrence upon earth the artificially made houses, vehicles possessions of people, aero planes, buildings naturally formed forests, Mountains, lands, river feds trees in slum areas etc are affected severely and they are uprooted very soon. Because these many unexpected defects and damages affect the community to a severe extent. Therefore the danger of humanity to go backslidden for a period of 20 years. It takes too many years for them to come back to the normal condition. In the midst of this when a backslidden coastal districts meeting disasters there is a panic situation is formed. Because this location is completely cut off from other towns it is separated from other towns and cities. Hence this location meets a great loss in economic condition and public health it is very hard for this location to comeback to the normal condition as before such a disaster and great damages brought by cyclone vardha. At the end of the last year coastal districts such as Chennai, Kanchipuram and Thiruvallur were affected severely. Name of this cyclone is vardha. Naturally man made and other rare species of animals. And birds are no called by Names in order to be happy. Such type of cyclone is called vardha. By the severe efforts of men, with the support of Nature in these districts plants were planted larger in number. Grass fields were also made. Herbal plants were also planted. In these areas for drinking and for cooking purpose, and for their daily usage they had no enough water. In this area people have the great mercy on plants and vegetations, which is why they poured this water to the plants, but the cyclone vardha these plants and huge trees were up rooted which grew for a number of years by the efforts of the people in these areas. These vardha revenged even small plants and huge trees. This cyclone not only destroyed the health condition and livelihood sources but also real feelings. Because these people veared these plants and trees like their children. They were found fallen like corpses in the battle field. Many people felt very sad about their trees and plants. In order to bring them to their normal condition it will take many years, that also with the help of merciful human minds.

RECOVERY AND MOCK DRILL TRAINING FOR THE DISASTER CYCLONE VARDHA AFFECTED : It takes many hours for the human should to come back to their normal condition after cyclone disaster. In this tragic situation they could not protect themselves, it would be too hard for them to protect others. In addition it was very hard for them to protect their cattles, household articles and precious possessions. In the cyclone disaster at first the feeling of fear overcomes the Recovery work. Therefore we must be courageous at first and work according. In our locations of our living when a cyclone or storm is occurred, the wind will blow more than 100k.m speed in a single direction. During that occasion it will smash every thing and carry away. There would be such dangerous condition to everybody in that location. In this juncture when speed of the cyclone is decreased the position of the village was found in a disastrous condition. If this situation is met by we must protect ourselves and also others who are surrounding as. If there very week persons we must protect them also. As a mock Drill programme, an injured person was carried by two volunteers to the way to the medical team. In some situations injured persons can be arranged to sit on any chair on the spot. If there is not a chair, by joining both of the hands and the injured person can be seated up on that. In this manner Mock Drill Training was convened with the practical demonstration above the disaster affected person weight would not be found very heavy. It would two volunteers are ready to help him there. Even in the irregular routes the injured person can be carried easily. When an injured person is unable to sit we need a stretcher to carry him from one place to another place. Then only he would not feed more pain from he is moving from one place to another place. Such stretcher like arrangement can be made. With the help of a dhoti or a sarre or a bed sheet. If every side is rolled up with the sticks kept of the clothing rolled the same uniformly. Then only we can carry him safely. By this stretcher like set up we can carry the severely injured person with out any disturbance comfortably. This was performed and shown as a practical demonstration before the participants of the training programmer. When a chair is available there to carry an injured person, how shall we do that? If was also performed before the participants person with the help of 4 persons by a chair everybody understood the trainings provide and also the practical demonstration.

Chennai, Kancheepuram and Thiruvallur districts were severely affected by Vardha cyclone. During the Occurrence of the Vardha it uprooted many aged trees which were providing humanity the good health condition. For example at Vandalur, Biological park and Raj Bhavan areas many aged trees were uprooted and they fell down .From Cities to Villages, in all streets and upon the houses broken trees fell down a lot of rubbishes were found. Health condition was completely affected. Burning Heat was reduced. Every year by numerous shady Trees and those trees were making the city greenish. They Completely fell down. Many trees fell upon the electric posts and transformers with much force. That is why complete electric power cut was occurred. Up to 7 days Transportation was Completely hindered. Mobile phone towers were utterly damaged by the Speedy Cyclone. Even though those towers were very tall. Therefore the people of the above mentioned 3 districts were unable to contact each other. There was a very hard to situation for the Chennai citizens who had no any modern facilities and lived without even any basic Comforts just like the people in the stone age. People of these three districts were Completely shocked with the panic Condition of their surrounding areas. Even the ruling people also got shocked during those crucial days. In addition to this at the coastal areas of Tondiarpet,Kasimedu,Ennore,Kalpakkam,Periyapalayam,Minjur,Pazhaverkadu,Ponneri,Duraippakkam,Perungalathur,Vandalur,Kurappakkam,Mamallapuram,Kovalam and Such areas Crafts and gears were entirely damaged. Some fishermen also died because this tormented cyclone vardha. Soilerosion resisting trees such as Casuarina and Mangroves in the coastal area during the times of Tsunami and Vardha learned completely and fell down. When a cyclone like Vardha or TSunami is formed the nearby all villages would be completely devastated.This attitude was formed in the mind of everybody. Inorder to make the clear condition and to create fresh mind, it was necessary to provide the Disaster Awareness Training Programme for the victims of the cyclone Vardha and the same was performed practically.

EARLY WARNING TRAINING :

During the ancient times those who were doing the coastal fishing and export works between the ports were very alert even before the occurrence of the disasters like TSunami. That is why they were able to protect them easily before the occurrence of the cyclone the quality of the wind would be completely changed. The quality of the sea water also would change the colour would be also changed and would be found like something mixed. Upon the coastal water level foam like substance would be found enormously. Roaring voice of the waves would he heard. These sounds will be variable. And at the same time it would be occurred again and again. As it would be found with the roaring voice. On the top level of water the birds which come as multitude will move from the particular place to the other Due to this change in the environment the fishermen would understand the environmental changes and they would plan according to the situation about their sea voyage and coastal works and escaped from the disasters. Now a days we have a lot of modern technology. Atmospherical Research Centre finds clearly everything and early warn them properly. But the people oversight and overhear their announcements That is why frequently people are entangled in the disasters even in this modern days. That is why people are affected so much. Hence we are in the situation to look back the people who lived the Natural life without causing any damage to the Nature. Also we must carefully note the changes occurred on sea waves and the climate changes etc. Aged and experienced people would have enough knowledge about the disasters found earlier and also about the recent disasters in detail. Those details with explanation must be shared among the public and necessary actions shall be taken without any delay. That actions must be proper according to the Early Warning. During such occasions such informations must be taken into consideration immediately and they must be announced properly through Atmospherical Research Centres. This Communication must reach everybody properly. As soon as the Cyclone symptom is found we must contact the Police Dept & Fire Service Dept. Immediately and request them for the protection facilities. In addition to these we must contact the Recovery Team and ask their help also. By these activities and actions being taken we can avoid the material damages and loss of lives.

CYCLONE (DISASTER)TIME PROTECTION ACTIVITIES :

When the cyclone passes with high speed or Velocity even very weighed articles would be moved and thrown away. The cyclone may be occurred with 100 K.m speed with much noise. During that occasion we must be careful that we should not run at the distance of cyclone moves. This is very important, otherwise we will be thrown in to the sea or into deep sand pit or into a river or stream etc. That is why it is very import to move against cyclone direction with our full efforts strongly. After the velocity of the cyclone-dive as, we can safely dislocate from that place and move to our own place. Before the velocity of the wind increases we must cut off the electricity connection. Otherwise the electricity would puts through the electrical equipments being used by us in our daily life. Also we must avoid to stand under the trees or tall posts or Mobile phone towers or Flag posts etc. As for as possible .We can stay at any empty ground or Cyclone Recovery Centre or Wedding Hall etc. When we run away being sought our protection we must have no mind to carry everything at our home or office or industry etc. Necessary articles only must be taken away and be ready to start immediately. We must not carry the combustible articles such as petrol, kerosene or match box etc. We must check and know if the Danger clock Cause had been lifted up to the Fisheries Dept. According to the position of the Clock Cause such as No.1 or No.2 or No.3. On the basis of this Clock Cause fishermen can decide if they go into the sea for fishing or for any ship work. It would be more helpful to the community lives in the disaster affected area. If the Early Warning System is made by the Govt., it must be observed carefully and the announcement of the same it shall be announced to the public through the Loudspeaker. We must arrange the favorable protection measures and on the basis of that we shall increase our protection further.

TRAINING ON DISASTER MANAGEMENT:

During the times of Cyclone and Disaster defects are occurred severely because of the destruction of trees and it creates the pollution of the public Health and surrounding atmosphere. Because of the Global Warning now we have many contagious diseases and occurred and it increases the atmospherical temperature to a high extant. Agricultural lands are affected much and it spoils the cultivation. Due to the soil erosion in the sea – shore areas into the village or town. Therefore the quality of the ground water changes and it spoils the quality of the drinking water. That is why drinking water resources are much affected and Agricultural works are defected much to a great extent. In order to avoid these we can plant the saplings of Pungai, Neem, Tamarind, Red Sandal, Thesbesia etc and we all the people must look after them carefully. It is very much essential because roots of these plants would make the soil particles as hard and it would avoid the breakage of roads and also would provide the natural atmosphere and avoid the Respiratory Air Pollution to a large extent. It will definitely cut down the risks and damages coming towards the targeted villages coming towards the targeted villages and town. During the time of Cyclone Sea waves arise very high and weakens the coastal area high and flood enters in to the village or town. If we plant the caesarian saplings at the coastal area it would be helpful to avoid the soil erosion at the coastal. The roots of these plants have the capacity to unite the sand particles firmly. That why it avoids the breakage of sea shore areas and avoids the intrusion of sea water into the village or town. That is why in delta areas where sea and river meets we can plant the mangrove saplings continually to avoid the intrusion of sea water into the village cyclone and tremors under the sea water speed of the sand particles increase and bring the waves forcefully towards the village or town area. People can do these services with the help of Fisheries Dept; Coastal protection Forces, Forest Dept. etc. If we do so we can reduces the damages with the help of surrounding. Natural Environment to a high extent. These training programmes were offered with the practical demonstration with necessary Explanation.

FIRST AID TRAINING PROGRAMME:

First Aid Training is very important for everybody. Whatever the disaster happens in any occasion after the arrival of the doctors’ team, treatment is provided to the victims. That is why the hemorrhage exceeds with the injury disaster affected victim feels very hard. In order to avoid this hard situation everybody must acquire the First Aid Training. According to this if somebody is affected by a disaster and found in the bleeding from his injury at first that must be stopped. In order avoid the bleeding a clean fine cloth shall be taken. A long strip of cloth shall be turn off from that and tied around the injury. Before that 3 or 4 folded clean cloth must be kept upon the injury and pressed. That is the bleeding from the injury is completely stopped. In addition to this if a person is found with injury upon his leg or hand the bleeding must be stopped completely. If any form injury is found on the hand or leg of a person.2 foot scales or 2 flat sticks can be taken and they can be kept upon the both sides of the injury, hold tights and with the help of a long and clean, strip of cloth can be taken and it must be tied tightly. That is why the team or Page is completely stopped. In addition to this to reduce the pain for the victim we can make a cradle like arrangement. A long strip of long and narrow cloth can be kept surrounding the neck, and it may go surrounding the neck and it may go surrounding the fire hand of the persons, a knot shall be made . So he can move his fractured hand comfortably. By this way of First AID method much bleeding and excess & arm can be reduced to much extent. After that he can be handed over to the medical Team. If the Training programmes like these are continued, almost everybody can help the victims of the disaster and make him to feel better.
