Background
TYPHOON ODETTE (international name: Rai) swept through the Western Visayas region the last 15-17th of December 2021, leaving many communities, crops, livelihood, and houses damaged. Super Typhoon Odette packed a maximum wind of 195 kilometers per hour (km/h) near the center and gustiness of up to 270 km/h.
The Regional Disaster Risk Reduction and Management Council of Region 6 have recorded more than 167,000 families or more than 635,000 individuals affected by Typhoon Odette on Panay island alone.
In particular, more than 9,100 families were affected by Typhoon Odette in Iloilo City, while in Leganes town, more than 1,800 families were affected.
Activities Implemented during Emergency Response:
Consultation Meeting with partner Regional Center - In a virtual emergency meeting, CDRC with 6 Regional Centers activated the Emergency Response Team ( ERT) from the national to regional level in preparation for Typhoon Odette "Rai". During the meeting, CDRC encouraged the Regional Centers to provide updates and data to the national office for the writing of the appeal and call for donations.
CDRC and Panay Center for Disaster Response (PCDR) discussed and planned the possible responses in the most affected barangays in Ilo-ilo City and Leganes.
Damage Needs Capacity Assessment - all 6 regional centers conducted a Damage, Needs, Capacity Assessment in Puerto Princesa, Southern Leyte, Cebu, Bohol, Ilo-ilo City, and Surigao City to assess the immediate needs and for the selections of beneficiaries.
As a result of DNCA in Iloilo City and Leganes, and in coordination with the local government units, PCDR determined the areas and the number of beneficiaries.
Selected beneficiaries below to low-income groups and received no or limited assistance from the LGU. Specifically, selected beneficiaries are either earning less than a dollar a day, households headed by women and/or single parents, and those with children, elderly, and PWD.
Relief Delivery Operation - PCDR, together with its Disaster Preparedness Committees and volunteers conducted and distributed relief goods to the most in need families in 5 selected barangays.
Post - Distribution - to gather the feedback and recommendations of the beneficiaries, Rapid Distribution Survey was conducted.
The results were:
1. The selection of the beneficiaries was fair
2. Beneficiaries were well informed on how to send their feedback and complaints
3. The aid they received is a great help to them, timely, and relevant to their needs.
4. Most of the beneficiaries requested that the next possible responses are Shelter and Livelihood.
