Communities in Cebu are still reeling from the earthquake, over 8,000 aftershocks, and the recent impacts of Typhoon Kalmaegi and Typhoon Fung-wong, which worsened damage to homes, schools, and livelihoods. Our project will support community-led initiatives that help the most affected families rebuild livelihoods, secure safer shelter, and restore essential community spaces.
The problem is the compounded humanitarian crisis in Cebu-the M6.9 earthquake's devastation (deaths, displacement, infrastructure collapse) followed by intense damage from Typhoons Kalmaegi (Tino) and Fung-wong (Uwan). The problem is not merely a lack of immediate basic needs (food, shelter) but a protracted crisis that has severely jeopardized the foundation for early recovery, collective healing, and sustainable development.
CDP addresses the complex crisis through a dual approach. First, it provides immediate relief (food, MHPSS) to stabilize the situation in nine underserved barangays. Second, and crucially, it implements Supporting Community-Led Response (sclr). This involves utilizing Appreciative Inquiry to mobilize local assets and distribute microgrants, empowering crisis-affected communities to design and fund their own priority initiatives for early recovery and local development.
The SCLR model shifts affected people from aid recipients to leaders, building self-reliance. It strengthens local capacity, agency, and social trust for lasting disaster preparedness and equitable local development.
