In the aftermath of the earthquake in Cebu, communities in Kinatarcan and Tabogon are taking meaningful steps toward rebuilding their lives—not as passive recipients of aid, but as active leaders of their own recovery. With support from the CDP Foundation, these efforts are guided by the Supporting Community-Led Response (SCLR) approach, which places trust in local capacities and prioritizes community-driven solutions over traditional dole-out assistance.

Through an appreciative inquiry process, community members reflected on how they have been responding to the earthquake's impacts, using their own resources and collective action. This process highlighted not only the challenges they face but, more importantly, the strengths and initiatives already present within the community. It enabled local community-based organizations to take the lead in identifying and designing practical, sustainable responses.

As a result, communities have developed proposals for initiatives that address urgent needs while strengthening long-term resilience. These proposals have now been approved, and initial funds have been transferred with the support of partners and donors through GlobalGiving. The communities are currently preparing for implementation.

Among the proposed initiatives is a community-managed rice retail store aimed at addressing food insecurity in the aftermath of the disaster. By providing affordable and accessible rice, the initiative aims to support low-income families, particularly during times of crisis. It is also envisioned as an early action mechanism that communities can rely on when disruptions occur. However, even at this early stage, the community has encountered challenges sourcing rice due to panic buying in nearby areas, which has limited stock availability in local markets.

Another proposed initiative is a hog dispersal program, designed to support livelihood recovery and strengthen household income. This initiative reflects the community’s forward-looking approach, recognizing that recovery must go beyond immediate relief and include sustainable economic opportunities that can improve resilience over time.

While implementation is just beginning, these experiences already highlight both the potential and the realities of community-led recovery. The ability of communities to identify relevant solutions is clear; however, external factors such as market disruptions can pose significant challenges. This further underscores the importance of flexible, timely, and sustained support.

By investing in community-led initiatives at this critical stage, donors play a vital role in enabling these efforts to move from planning to action.
