Support for Crisis in Lebanon

Lebanon continues to grapple with multifaceted crises marked by political paralysis, economic collapse, and the deterioration of essential public services. Now, more than 80% of the population lives in poverty, with record food insecurity, unemployment, and limited access to healthcare and education. Inflation, currency devaluation, and the collapse of the banking sector have devastated households and livelihoods, leaving millions struggling to meet their basic needs.

The impact of the crisis falls most heavily on vulnerable groups, including Lebanese host communities, Syrian and Palestinian refugees, migrant workers and women-headed households, to name a few. These groups face growing exclusion and protection risks. Humanitarain needs continue to escalate, underscoring the urgency of coordinated, community-driven responses to prevent further decline and support resilience.

In response, ActionAid and its partners are implementing targeted interventions to strengthen livelihoods and deliver emergency support. To date, more than 9,400 people have been reached.

• Through partnerships in Tripoli, North and West Beqaa, young women from Lebanese host and Syrian refugee communities are receiving vocational and digital training, micro-grants, and mentorship to foster self-reliance.
• In Sahl Akkar and Jabal Mohsen, ActionAid and our partners are providing emergency relief, including WASH, shelter rehabilitation, food, and hygiene kits.
• In collaboration with partners across Beirut, Mount Lebanon, and Tripoli, we are also facilitating informed and voluntary returns for Syrian refugees through 500 information sessions, legal counselling, documentation assistance, and multipurpose cash support, which as so far benefitted more than 30,000 individuals directly and indirectly.

Thank you for your support of this project, I'm writing to share some updates on the current situation and ActionAid's response.

Tensions continue along Lebanon’s southern border, where military operations remain active in some areas despite calls for ceasefire. Roughly one million internally displaced people (IDPs) have returned home, while over 82,000 remain displaced. Additionally, around 39,800 Syrians have recently arrived in Northern Lebanon from conflict-affected areas in Syria, now spread across 35 locations. Food insecurity levels dropped slightly in early 2025, however projections now show a rise by July of 2025, with 1.24 million people expected to face acute food insecurity due to conflict shocks, inflation, and reduced humanitarian funding.

The broader regional security situation remains unstable following recent hostilities. Lebanon has experienced indirect impacts, including debris landings and air travel disruptions due to airspace closures. 

ActionAid and partners, while finalizing preparedness plans across the country in the event of further development, are currently responding in Beirut, Mount Lebanon, Tripoli, West Beqaa, Sahel Akkar, and Jabal Mohsen through multipurpose cash assistance, emergency shelter and WASH support, psychosocial care, legal services, and youth empowerment initiatives.

To date, in 2025, 11,742 individuals (2,069 households) have been reached—primarily Lebanese, but also Palestinian and Syrian refugees. Key assistance includes hygiene kits (4,825), sleeping kits (2,905), and vocational training for youth. Our response continues to prioritize displaced populations and vulnerable host communities, particularly women and children.
