Education for Serbia's programme is a high-impact, zero-failure design, aligned with the UN Sustainable Development Goal 4, which ensures quality education and promotes lifelong learning opportunities for all, cultivating a generation of global citizens poised to tackle the challenges of tomorrow. Through innovative pedagogical approaches, educators are empowered to tailor their teaching methods to unlock the full potential of every learner, ensuring that no child is left behind. By empowering teachers to be agents of change, we inspire students to lay the groundwork for a brighter, more equitable future for all. This ripple effect extends far beyond the classroom, shaping future leaders, innovators, visionaries and problem-solvers.
PROJECT SUMMARY
Education for Serbia is committed to realising the vision set forth by the UN Sustainable Development Goal 4: to ensure inclusive, equitable and quality education for all, while promoting lifelong learning. Our approach involves the implementation of pedagogical designs aimed at enriching the educational experience with strong value-laden processes. Through these initiatives, we seek to empower children and youth to embrace social concepts that bolster opportunities in underserved and demand-driven communities.
At the heart of our educational framework, known as EDU4S, lies a child-focused and value-laden approach. This framework serves as a catalyst for transformative learning experiences in classrooms, schools and communities, enabling each child to reach their full potential. Central to our approach is the deployment of well-trained fellows who employ tailor-made integrative pedagogical concepts. These concepts are designed to instil values such as care, empathy, tolerance and appreciation of individual intricacies, thereby fostering a supportive environment that prevents peer violence and promotes collective leadership.
Our programme's overarching objective is to effect bottom-up change within the education system. We achieve this by recruiting, training and placing 20 of the nation's most promising young talents as teachers in schools across Serbia. These individuals serve as a dynamic teaching force, driving value-laden processes while nurturing their students' growth mindsets, collective leadership skills, socio-emotional competencies, well-being, resilience and a culture of justice, equity, diversity and inclusion. Throughout their journey, they receive mentorship and support from engaging experts in educational transformation, ensuring their continuous growth and effectiveness.
Our groundbreaking initiative to implement social-emotional learning across Serbia's underserved communities launched in September 2024, supported by a €77,000 grant from the San Paolo Charity Fund. In partnership with OpenCom, our Italian monitoring and evaluation partner, we are working to transform educational environments across ten schools in remote, poverty-stricken areas. This targeted intervention represents a significant step forward in our mission to combat peer violence and foster inclusive educational spaces.
PROBLEMATIC
The educational landscape in Serbia is characterised by a challenging juxtaposition of historical legacies and contemporary socio-economic vulnerabilities. Past conflicts and political turmoil have left a lasting impact, making reconciliation with the past a complex endeavour. Moreover, present-day issues such as poverty, youth unemployment and escalating violence in schools further compound the challenges faced by the education system.
These challenges are particularly acute in underserved and underrepresented communities, where children lack access to sustainable learning opportunities. In these contexts, education serves as a critical pathway for social mobility and empowerment. However, without adequate support, children in these communities are at risk of being left behind, perpetuating cycles of poverty and marginalisation.
To address these issues, there is a pressing need to embed a value-laden curriculum within the school culture. Such a curriculum goes beyond academic knowledge to prioritise the development of social-emotional competencies such as empathy, resilience and social responsibility. By instilling these values early on, schools can help students navigate life's challenges and become active contributors to their communities.
Despite efforts to reform the education system, Serbia continues to face significant obstacles, including a shortage of qualified teachers. This shortage, particularly pronounced in public schools and vulnerable areas, hampers efforts to provide quality education to all students. Without sufficient teachers to shape young minds and provide guidance, students are deprived of meaningful learning experiences that are crucial for their academic and personal development.
Addressing these challenges requires a multifaceted approach that encompasses investment in education, teacher training and curriculum development. Moreover, fostering partnerships between schools, communities and government agencies is essential for creating an inclusive and supportive educational environment. By prioritising education and providing the necessary resources and support, Serbia can empower its youth to overcome obstacles, fulfil their potential and contribute positively to society.
PROGRESS
The JEDI programme has made meaningful strides since its inception, successfully training and placing 20 highly educated young leaders as teachers across ten of Serbia's most underserved communities, reaching thousands of children through social-emotional learning workshops and counselling sessions. Working alongside our monitoring and evaluation partner OpenCom, we established robust programme infrastructure, developed culturally sensitive learning materials, and built strong relationships with schools, local educators and community leaders – all of whom remain deeply committed to the programme's goals.
However, we must share with transparency that the programme is currently paused due to a lack of available funding. The San Paolo Charity Fund grant, which supported the first phase of implementation, has been fully utilised, and we have not yet secured the resources needed to sustain operations through the next phase.
In response, we have taken active steps to ensure the programme's continuity. In March 2026, we submitted multiple grant applications and approached corporate partners for donations, presenting the evidence of impact gathered through our collaboration with OpenCom. We are currently awaiting the results of these funding processes and remain cautiously optimistic.
In the meantime, our edu-leaders, school partners and the OpenCom team remain engaged and ready to resume full implementation as soon as funding is confirmed. The foundations we have built – the trained teaching force, the established school relationships, the refined curriculum – are intact and will allow us to restart with momentum the moment resources are secured.
