Red PaPaz will strengthen protective environments across 568 educational institutions and early childhood services, supporting 537,000 children and adolescents and 709,000 caregivers. Through psychosocial support, capacity building, child protection pathways, educational continuity, and resilient community networks, the project will help communities recover, protect children's rights, and sustain safer schools throughout reconstruction and strengthen local capacity for long-term resilience.
The earthquake has affected 3,872 educational facilities in 387 municipalities, impacting 988,180 children and adolescents and disrupting classroom access for over 447,000 students. Structural damage spans 15 departments and 83 municipalities. The emergency heightens risks to children's rights as losses disrupt essential routines and socio-emotional well-being. Given the scale, State and school capacity is insufficient to address these impacts and provide support throughout recovery.
Red PaPaz will address the problem by strengthening schools, families, and communities as protective environments for children and adolescents. Through psychosocial support, capacity building, educational continuity measures, child protection pathways, and community mobilization, the project will equip local actors to identify and respond to emerging risks while restoring safety and resilience.
The project could strengthen protective environments for 537,000 children and adolescents and 709,000 caregivers across 568 educational institutions and early childhood services. By building local capacities and resilient networks, Red PaPaz will support safer, more resilient communities beyond reconstruction. Its evidence-based model has shown impact: a Harvard evaluation found 7.8 additional SABER 11 points (0.29 standard deviations) in schools with active and sustained participation.
