Tuzla Canton has the highest unemployment rate in whole Bosnia and Herzegovina, with 99.401 registered unemployed persons (22%). Most of the unemployed persons are unaware of the importance of additional education of adults. As many as 73% of the inactive population has only primary school and 45,78% of unemployed persons in TK are unskilled. The overall objective of this project is to support the reform of adult education and build capacities of institutions dealing with training programs.
While there are many education programs and projects for adults in practice, the sector is not governed by any mutually defined standards and principles or legal regulations. Mismatches between the skills of existing skilled labor force in TK and the skills demanded by employers, forcing all the unemployed persons to advance their careers on continuing education. Young educated persons (age 19 to 34) are continuously leaving Tuzla and seeking for the employment in other parts of BH or abroad.
The project, in general, supports and contributes to the concept lifelong learning and adult education. It builds onto existing efforts in this area and supports previous initiatives. It will improve collaboration among education sector, economic sector and labor market, which would lead to further improvement in the situation regarding unemployment at TK. The project will upgrad human capacities of the persons working in labour market sector and educational sectors.
The target group of the project are institutions, organizations and professionals working in the sector of adult education. Since each of them do not have enough capacities to improve the system of adult education and implement crucial activities, this project is designed to provide all necessary help to the target group and in order to support development of adult education and training system in TK. Final beneficiaries will be citizens of Tuzla Canton (500.000) with focus on unemployed 100.000
