LCG Pence was contracted by the City of Newberg to deliver a shelter design that met a wide list of requirements from the City and Newberg Animal Shelter Friends (NASF). The contract was signed in March of 2010.
On November 22nd LCG Pence delivered the 100% design and GMP (Guaranteed Maximum Price) List to The City of Newberg. The City Shelter Subcommittee and City Manager, Dan Danicic, will review the GMP and make a cost assessment. The City Shelter Subcommittee will then meet with NASF (date TBD) and review the GMP and NASF will have an opportunity to make a cost and materials donations assessment. A determination will be made to award the contract to LCG Pence or open the contract for new bids. To-date, the final LCG Pence cost has not be confirmed, but estimated to be very close to the original estimate of $1.4M.
Currently NASF has $400k in cash and many local companies interested in making material and labor donations to the shelter effort. The City of Newberg planned to contribute $350k to the project, but due to the recent economic conditions, may not be able to find the money in the budget. Because of our lack of 100% funding and before budgetary decisions can be made, the lowest bid and cost estimate must be achieved. NASF and the City of Newberg will work together to alter the design and/or look for additional material donations until we get the right bid and the right design to match the available funding.
Our goal is to have a new shelter built before the old shelter can no longer do the job. We would like to start building in the Spring of 2011. We regret the delay in construction, but to be successful, it's critical to complete the core of the building to the point it is habitable and can be occupied. This project has been a long-term community effort (11 years) and this is an excellent time to complete it. Thank you for your years and years of support!
