Challenge

Over 900,000 people fled the violence in Libya during the uprising and revolution in 2011. UNHCR emergency teams strained to support the influx of refugees at the Egyptian and Tunisian borders. With the situation improving, significant numbers of Libyans have begun to return from abroad and within the country to their places of origin but many remain unable or unwilling to return.

Solution

UNHCR will also facilitate the sustainable return and reintegration of Libyan refugees from neighbouring countries and of IDPs within Libya. It will provide urgent assistance to the most vulnerable IDPs who are unable or unwilling to return to their places of origin. UNHCR has deployed mobile teams of lawyers, social workers and data specialists who will continue to track population movements and monitor the protection needs of returnees and IDPs.

Long-Term Impact

At this point, the potential long-term effects are unknown. UNHCR's current goal is to provide food, shelter, and humanitarian aid to the thousands of people awaiting safe passage to return to their home countries.
