Kagoma County Rural Poverty Alleviation Project


The project will build Revenue generating residential building for the long term sustainability of a community resource centre that serves 707,773 people the majority are children from rural poor families. Uganda Shillings 900,000 (USD 250) per month will be raised through rent for the purchase of reading materials, conducting adult literacy classes, sensitization workshops, children's reading tent activities, remuneration of library staff, conducting outreach activities with the use of

The literacy rate of the rural population compared to urban areas is still high, just 0ver 68.3%.With Universal Primary Education, large numbers of children start school both in urban and rural areas. However, rate of school drop out before completing Primary 7 especially in rural areas is very high according to reports. A high percentage cannot complete primary education. Those who remain at school, perform very poorly making it difficult for them to join the next level of the education system


We wish to make the resource centre sustainable to carryout the following activities: purchase of reading materials, conducting adult literacy classes, sensitization workshops, children's reading tent activities,conducting outreach activities with the use of mobile library. Community Libraries that can serve big numbers of both primary and secondary education seem to be the answer. Making the population literate requires concerted effort.it requires both long term and short term measures.

Long-Term Impact

This Resource Centre through its activities, will raise the rural literacy rate from the current 68.3% to 80% in next 5years in Kagoma County Jinja District. the current Director of the Resource Centre Mr. Justin Kiyimba, retired University Librarian is the Chairman of Uganda Community Libraries Association. The Association coordinates the activities of over 100 Community Libraries in Uganda. So he would like this Resource Centre to be a Model Community Library for Uganda.
