Project Title: Influencing Land Rights for Women in Karatu District

In rural Tanzania, particularly in the Karatu District, land is a vital asset that sustains livelihoods and enables individuals and households to expand their economic opportunities. Most residents of Karatu are farmers who have acquired land through long-standing customary practices. However, weak legal protections for land rights and a widespread lack of documented ownership or usage rights have long been sources of local disputes. These issues limit farmers’ ability to invest in and fully benefit from their land, ultimately hindering household economic growth.
The absence of formal land documentation especially affects women and other vulnerable groups, significantly restricting their participation in agribusiness. Women are often at a higher risk of being disenfranchised when it comes to land ownership.
Our findings—based on the Assessment of Land Ownership for Women in Karatu (TAJPI, 2019)—indicate that the majority of women in these villages are illiterate, unaware of their legal entitlements, and lack the financial resources necessary to advocate for their rights. Their participation in land administration institutions remains minimal. At the family level, daughters and women are frequently denied the right to inherit land due to the prevailing belief that they will marry and relocate to their husbands' homes, thereby forfeiting any claim to their ancestral property.
As a local pioneer in advocating for human rights and promoting peace, justice, and integrity, TAJPI designed this initiative to support land formalization and facilitate the issuance of legal title deeds to 100 women in Karatu District. Since its inception, the project has reached several important milestones, despite facing significant financial constraints. Much of the progress has been made possible through generous in-kind contributions.
Key Activities This Quarter
During this reporting period, TAJPI successfully convened community meetings in collaboration with the local leadership of Chemchem and Kilimamoja village governments, located in Rhotia Ward, Karatu District. These gatherings brought together community elders and residents to engage in meaningful discussions about customary inheritance practices, property management, and the preparation of wills.
Given that the majority population in these villages is of the Iraqw ethnic group, the discussions centered on recognizing positive traditional values and harmonizing them with women-friendly legal frameworks. The objective was to promote an inclusive understanding of land ownership that respects both cultural practices and gender equality.
This initiative plays a critical role in challenging long-standing cultural and legal barriers that continue to deny women the right to own land—barriers that obstruct gender equity, economic empowerment, and sustainable development.
Tackling Inheritance Disputes
Inheritance disputes often arise when a father passes away, leaving behind land and property. Widowed mothers frequently find themselves without the authority to manage these assets, a result of entrenched patriarchal norms. In many African families, these systems are so deeply embedded that challenging them can be met with strong resistance.
TAJPI works to address these injustices through mediation and dialogue, engaging family elders, traditional leaders, and religious councils to help resolve disputes and empower women.
