On December 12, ICAP celebrated its anniversary.
Established in 1997, the International Career Advancement Program (ICAP) aims to improve the quality of the leadership of the United States in international affairs by helping to ensure that it reflects the full diversity of the US population. ICAP consists of 600+ professionals who are ambassadors, senior government officials, heads of NGOs, prominent business leaders, Presidential political appointees and Congressional staff members.
As we celebrate this milestone, we would like to honor our visionary founder, Dr. E. Thomas Rowe. Dr. Rowe is the Director of ICAP and a former Associate Professor, Associate Dean and Dean of Josef Korbel School of International Studies at the University of Denver. He is also Co-Founder, Senior Advisor and Treasurer of the Global Access Pipeline (GAP) and serves on the Executive Board of the Denver Council on Foreign Relations (DCFR). Thank you, Dr. Rowe!
We also fondly remember Dr. Rowe’s wife, Emita Samuels, who served as Associate Director of ICAP until her passing on December 30, 2020. She was central to the development and success of ICAP, from initial conception to the present.
We are excited about the next evolution of ICAP.
