1. Executive Summary
Every young mother deserves a second chance to dream, rebuild her life, and create a brighter future for herself and her child. Through its commitment to protecting vulnerable girls and empowering adolescent mothers, Protect A Girls Image Organization (PGIO) continues to champion hope, dignity, healing, and opportunity for young women whose dreams have been interrupted by early pregnancy, abuse, family challenges, and social and economic hardship. Under the theme “Hope for 200 Young Mums to Dream Again,” PGIO seeks to strengthen continued support for 200 adolescent mothers by promoting psychosocial well-being, access to education, parenting support, economic empowerment, and protection from abuse and exploitation. At the same time, the reported cases of incest and rape affecting girls in Machakos County have highlighted the urgent need for a safe, child-centred rescue home. Such a facility would provide temporary shelter, protection, psychosocial support, referrals for medical care, and pathways to recovery for girls facing sexual violence, abuse, neglect, or unsafe home environments.
PGIO recognizes that rescuing a girl from danger is only the beginning. Sustainable support must also help her heal, regain confidence, access education, and build a future free from violence.
2. Background and Rationale
Adolescent mothers and girls experiencing sexual abuse often face multiple challenges, including stigma, interrupted education, emotional distress, financial insecurity, rejection by families, and limited access to safe accommodation. For girls who become pregnant following sexual abuse, the burden can be especially severe. They may need immediate protection, trauma-informed counselling, medical care, legal assistance, educational support, and a trusted environment where they can begin to recover. Incest and rape are particularly serious forms of abuse because the perpetrators may be known to the survivor or may live within her immediate family or community. In such circumstances, returning a girl to an unsafe environment can expose her to further harm. PGIO is therefore seeking to strengthen its community-based protection and empowerment work while developing a rescue home that can respond to the needs of vulnerable girls in Machakos County. The initiative is intended to complement existing child-protection services and work in collaboration with relevant government departments, health facilities, counsellors, schools, and community partners.
3. Continued Support for Adolescent Mothers
The goal of this initiative is to reach and support 200 young mothers, helping them rediscover their potential and move towards independent, dignified lives.
The proposed areas of continued support include:
a) Psychosocial Support and Emotional Healing
Provide access to individual counselling, peer-support groups, parenting guidance, and referrals for specialized mental health services where needed. Young mothers should have safe spaces to share their experiences without judgment and receive support to rebuild their confidence.
b) Education and Skills Development
Support adolescent mothers who wish to return to school or pursue alternative education and vocational training. Assistance may include school re-entry support, learning materials, mentorship, digital literacy, and practical skills that improve future employment opportunities.
c) Economic Empowerment
Equip young mothers with market-relevant skills and opportunities to build sustainable livelihoods. Depending on available funding and partnerships, this may include vocational training, entrepreneurship education, savings groups, mentorship, and carefully monitored small-business support.
d) Parenting and Child Well-being
Provide guidance on positive parenting, child nutrition, health-service access, early childhood development, and maternal well-being. Strengthening the mother also contributes to the safety and well-being of her child.
e) Protection and Referral Services
Help young mothers and their children access appropriate health care, social services, legal assistance, and child-protection mechanisms when necessary. Survivors of sexual violence should receive confidential, survivor-centred support.
4. Development of a Rescue Home in Machakos County
PGIO is pursuing the establishment of a rescue home in response to concerns about reported incest, rape, and other forms of sexual abuse affecting girls in Machakos County.
The proposed rescue home will offer a safe and supportive environment for girls who cannot safely remain in their current living situations. It will be designed to protect survivors' dignity, uphold their rights, and support recovery without discrimination or stigma.

The rescue home will require suitable premises, safeguarding procedures, trained staff, appropriate licensing and approvals, reliable operational funding, and partnerships with relevant child-protection and health professionals.
PGIO intends to work with the relevant authorities to ensure that the facility meets applicable Kenyan child-protection, safeguarding, and residential-care requirements.
5. Why Continued Donor Support Matters
The needs of adolescent mothers and survivors of sexual violence cannot be addressed through short-term assistance alone. Consistent support is essential to help young mothers rebuild their lives and to ensure that vulnerable girls have access to safety and recovery.

PGIO recognizes that sustainable protection and empowerment require strong partnerships and responsible resource management.
The organization intends to pursue collaboration with local churches, community leaders, government agencies, schools, health facilities, vocational institutions, corporate partners, and local and international donors.
A clear monitoring and evaluation framework will track the number of young mothers reached, services provided, education and training participation, livelihood outcomes, and protection referrals. Financial reporting and safeguarding procedures will be used to strengthen accountability and protect beneficiaries' confidentiality.
The rescue home will require a realistic operational plan covering staffing, food, accommodation, utilities, counselling, security, health referrals, maintenance, and long-term funding.
