Project Balik Tun-an was established as a direct response to the devastating flooding caused by Typhoon Tino in November 2025, which inundated Barangay Biasong and its elementary school. Historically, the absence of a dedicated evacuation center forced the school to convert classrooms into temporary shelters, a practice that chronically disrupts education and strains fragile infrastructure. By constructing this permanent, multipurpose facility, PDRF aims to break this cycle, providing a SPHERE-standard-compliant evacuation center that ensures dignity, safety, and adequate space for displaced families while also serving as a resilient learning environment for students.
With your support, PDRF ensures all technical specifications meet the community's long-term needs. The project has officially issued a Notice to Proceed to the awarded contractor, with a targeted construction timeline of 8 to 10 weeks. Simultaneously, the project team is finalizing building permits and site clearances in coordination with the local government unit and school authorities. Once construction is complete, a ceremonial turnover will mark the facility's official integration into the community’s disaster recovery and preparedness framework.
