REPORT TITLE:DISASTER RISK MANAGEMENT TRAINING AT KOTHAMEDU.

PROJECT UNDER:FLOOD DISASTER RESPONSE AT TAMILNADU,S.INDIA

PROJECT TARGET SITE:KOTHAMEDU,CHENNAI.

 DISASTER MANAGEMENT TRAINING: Facing the Disaster and overcoming the same would be very hard for men. But we can escape and protect ourselves if we know earlier about the disaster. That is called as Disaster Management. Natural disasters Earths change of temperature, Expansion of holes on the ozone sphere climate changes being formed because of that and melting condition of Atlantic glaciers and seawater level rise is occurred. In this manner as a   cyclic change one depends upon another and damage is occurred in major level damage is occurred and makes the whole nature also. That is why it for as the great disaster. Human is unable to control the disaster. Nature is doing its work not only by the human race but also by the scientific technology discovered by man do not control the natural disasters. Nature does its work properly in the due course of time. When sun comes closer to the earth during the summer season in earth atmospheric temperature increase like wise sea. Also we must hear the announcement being made by the climate Research centre through Radios and Televisions. As we do not hear about such announcements we have to suffer from the flood like disasters. When we hear the announcement about the climate as the Air pressure decreasing stage has formed, we must be careful about that. In the street where we live we must check the drainages out – let, out going canals, and water out – going places must be checked. Is there any block in the drainage lives or water pipe lines. We must remove the blocks in that line through public Health workers of the public works Department when the drainage lines are properly found without any block, there will be the possibility of flood covering the concerned street in whole. Health problems would rise. Hence we must be careful before the occurrence of flood and work accordingly we can escape from the defects of the disaster water and other water resources found upon the upper layer of the earth such as rivers ponds, pool etc are drying mostly water content of the drinking water resources are absorbed by clouds and are kept collected by them. During the rainy season those water contents in the form clouds again turn to water particles and fall as rain. Following this volume of the water resources increase. It is the natural process. In this scientific development age many industries and factories emit the poisonous gases. These poisonous gases released from industries and factories also reach the rain water clouds. These gases hinder the rain drops falling from clouds during the rainy season. These polluting gases damage the rain clouds and disperse them. Therefore these rainy clouds move from their position without making rain fall upon the earth. Even through these rainy clouds are dispersed they have the quality of keeping the rain water with in them. When this quantity increases day by day and upon the upper laya of the sea air pressure low position is formed, it increase the speed of the wind up to many hundred k.m when the wind moves in high speed passing poisonous gases and other pollutions it becomes a heavy rain fall for many hours as a continuous rain. When these rain drops reach the earth in high speed with a great volume of rain water it creates a heavy flood. If surrounds the housing areas and the flood water stands still for many days, this flood takes many days to rain away and reach the sea ponds, and remaining water surrounds the domestic areas, the water becomes more filthy and people are affected by various contagious diseases peoples normal life is affected very much. Houses, cattles, Human lives, House hold articles and important documents are damaged and lost. Men can’t stop these disasters during their occurrence. By doing some fore warning activities they can protect themselves. During the last flood disaster time in Chennai, Cuddalore and Thoothukudi cities many Roads and streets were blocked by the flood. In some Roads and streets there was a situation to go by boats, cause for this problem is the community there did not do any fore warning activities Therefore in every town and village the people must form the evacuation routes. No body should be allowed to make encroachment in Ponds Lake and river fed areas. Even through there is no water in these water resources no body shall be allowed to take sand frame those locations. The banks of these areas must not be allowed to break or to have any damages. It is our duty to protect those water resources. From the takes during the Agriculture cultivation times for the irrigation water will be supplied when there is no water supply lake banks and water flowing routes must be set right. Otherwise the rolling crowds would steal sand from those areas. If we allow these thefts there will be some gaps. During the flood disaster water leaks through these gaps and it leads to a flood. Therefore every one of must be careful. Otherwise we must check carefully to avoid the incoming of flood into the town and city areas and makes huge flood and causes much trouble to the local community such bad situation shall not come to the areas. We must form the village level and town level management groups and during the drought times theft must be avoided and stopped completely. Through these groups, we must create the protection awareness to every body in the villages and towns. When we do so, we can avoid the disaster in one way. Also in every house we must check the rain water canals and drainage lines in every house at least once in a week. If these arrangements are kept in right manner the flood will easily drain off. In addition to this total drainage  wastes would go and mix with sea Therefore we must be careful that general wastes, plastic wastes should not be mixed with river water and river should be cleaned then and there. During the flood disaster times flood water will join the river and it would reach the sea. When the river water is blocked the flood water would enter in to the town or city and great heavy damages and great loss to the humanity. If we continually keep up our environment in a safe manner we can protect ourselves from the disasters and risks.

MOCKDRILL TRAINING PROGRAMME: During the times of disaster we must change ourselves according to the situation it is considered as Emergency time arrangement. Emergency time divided into three stages such as minimum stage, medium stage and risk time stage. We must serve according to the situation in every stage. That is the purpose of this training programme commonly a man stumpers and falls down and gets injured that is the minimum stage, first position. In this stage affected people would be found with small bone fractures. Those who are in this position can the provided the First Aid Help and recover them would be easy. When they are in conscious condition, they can give fall co-operation to the Recovery team or the Recovery Team can convince the any body can do the recovery service easily for the victim. The  medium stage (second stage) if somebody is affected for about 50% in the disaster – for example during the heavy rain fall and huge flood surrounds a domestic area, somebody gets shocked and fainted – This is the second stage. When we begin the disaster Recovery work we must be careful, because most of the people would be found in the unconscious. We must check them whether they are  alive? Also we also find in which situation they got injured. We must not keep our hand upon the injured portion of the victim. If we do so and give pressure the victim would feel suffocated. Therefore a trained person can begin the Recovery work with the help of some other persons. Third stage is considered as a hard one and Emergency condition. When this position is occurred deadly weeping’s, Dangerous lamentations everywhere the situation of agitations would be heard and found.  It would be very hard to trace where the living persons are found and where are the absconded persons and where they would be? Every thing would be found as a shock treatment. Therefore the strong minded people and those who got enough training shall take over these works. Because people being over these works. Because people are being invoked in this service must not think about their lives and begin this work with courageous mind. When a fire accident happens the persons who meet the accident would hug us saying that we should protect them. Therefore in many occasions the Recovery Team members also have lost their lives. Therefore in this third stage those who had the self confidence and who have enough courage to save the victim also must do this Recovery works into would be easy and safety to continue the work effectively.

EMERGENCY MOCK DRILL TRAINING PROGRAMME: Most probably the persons who are aged above 50 years are entangled in the problem if any disaster is occurred in a certain location. As others are busy in recovering themselves, their possessions and children usually they don’t care about recovering the aged people. Therefore after much trouble they are recovered generally. As the trained people give first priority to conceived women and children and they only concentrate on Recovering them aged person condition become very bad. Therefore women can help and recover them from their dangerous condition. They can utilize the available materials as the Recovery equipments and recover the disaster affected victims. At a slum area rain flood covered the hut of in aged women. She was unable to escape and she was found in the unconscious condition. Nobody was with her to help in that situation. But there was no equipment as protective measures to relieve her from that situation. Being the condition of this woman, women in the neighboring houses gathered together to recover that woman from her condition. They were in need of a stretcher like apparatus to earn the woman without producing any further pain to her. Therefore they spread a bed sheet upon the floor, Following that the affected women was laid upon that bed sheet and tried to carry her. As the bed sheet was a cotton material and also it was very long the women there left that effort by leaving the aged woman upon that bed sheet. If caused the aged woman to carry in a banded manner. Therefore they thought well and decided to alter the same bed sheet like a stretcher form.  Then those women sat on the four corners of the bed sheet and began to roll the four edges. Then this rolling contacted the aged woman very closer. Hence those women easily carried that aged woman without any defect. As these women united together and began to thin kunani mostly  they were able to carry that disaster affected woman very easily.  Helping women carried the aged women to a high place. Then that disaster affected woman was carried to the place where there the Medical Team was ready to provide her the treatment. In another case a woman was found in conscious condition at the sitting position, but she was unable to walk. There were no equipments to help and recover her. Hence women joined their hands together and formed a chair like apparatus.  Then the affected woman to sit upon hands made like hands upon their shoulder and hold her the injured woman was also not affected further. Volunteer and carried the disaster affected women to an area of high location. From there she was sent to the hospital in a safe manner. Finally the people conveyed their vote of thanks to the Global Giving aided Project Staff Team.
