REPORT TITLE  : EMPOWER THOOTHUKUDI BY CAPACITY BUILDING

PROJECT TITLE :FLOOD DISASTER RESPONSE AT TAMILNADU,S.INDIA.

PROJECT SITE   : DEROSE CENTRE.THOOTHUKUDI

DISASTER MANAGEMENT TRAINING: When a flood is occurred at a particular place there the warning about the danger is made there in ahead of time. In some villages through Panchayat President and Village Administrative Officer Drum is beaten loudly and through loud speaker people are warned to the high places or protected places and they would be arranged to stay there. Also they would provided food and shelter when the disaster is finished they will be arranged to go to their original residences. It is an establishment made by the state Govt. of Tamilnadu & central Govt. of India. These groups will be sent to where there the disasters are formed and recover the people from flood and other disasters protect their lives. Their duty is not only to protect their lives but also to protect their possessions. There volunteers will protect the lives of the victims by using the equipments whatever they had with them. When the victims are entangled in flood, the volunteers would protect them with the help of same filer boats and with the help of ropes from the risks of flood. For those who are in very dangerous condition can be carried by the ambulance to the hospital or to the near by clinic after doing some first aid help to them.  Swimmers are also much helpful in redeeming the victims and arrange them to recover them from the flood, doing some First Aid to them and send to the hospital or to the protected places. These swimmers are much helpful in redeeming the affected people who are entangled in flood as they know how to reach the victims being entangled in the flood and to bring them safety to the river banks or seashore In some places some staff who belong to the Non–Government Organizations would involve voluntarily in the recovery works of the victim and would provide necessary food materials and protected shelters for them. In emergency times they would supply Breads, Biscuits medicines and Essential Commodities. When the disaster comes to an end the victims turn to the normal condition the victims who were accommodated in the protected places would return to their houses in which they had stayed earlier.

FIRST AID TRAINING: For the uplift of the coastal area living fishermen and also for the livelihood Development of Fishermen community women to do some First Aid Helps to them the Non Government Organizations Chevalier Roche Society provided the flood Disaster Recovery and First Aid Training programmes. Generally a person who met any disaster and who was entangled in the risk sometimes usually would be afraid to help the victims who are in the unconscious condition sometimes they would be scared even to approach them. At the same time when the victim is found alive and is found with some movements of his organs.  When the victims pulse beat is normal in order to protect his / her life every body would come forward. In this manner everybody in that occasion must have the enough knowledge about the First Aid Training with the practical demonstration. It was performed step by step even the illiterates also could understand the Training properly. When a person is found injured and in the unconscious condition. We should not allow the crowd to be around him not allow make arrangements for her to breath gently the natural Air. We can check his / her living condition by keeping our fingers upon the vein of the wrist. Or central portion of the hand or left side of the chest or the both sides of the temples on fore head. In order to know the  breathing condition of the victim we can keep up wind side of the hand near the nostrils of the patient. If the breathing is not felt through this method we can make the patient to lay upon a bed pull the head of the patient on backside. We can in hale our breathing air through we can in hale our breathing air through our mouth into patients mouth. By doing this method we can help the patient to breathe gently.

BANDAGE TECHNIQUE: When the pulse rate is not in uniform condition, we can keep our left palm below the left side of the chest and them keep our right palm upon that give pressure at the diaphragm area, we can give pressure to the heart and help it to work properly. Before we do all these to the patient, we must check if the patient has injury on and bleeding on his body, we must make a bandage up on the injury to stop bleeding from his / her injury.  Also how shall we handle the patient during this affected condition. If he / she has any bleeding we can cover it with the we cloth 3or 4 folded soft cloth and make a bandage up on that. If we do so the hemorrhage would be stopped. It was also taught to the beneficiaries along with the practical demonstration programme undress stood the lessons taught to them properly.   

MOCK DRILL TRAINING: When Some body is affected by the fracture during the time of disaster, how shall we make bandage? How shall we take him to the hospital in a safe manner? If help he is unable to walk we can ask him to sit another chair and carry him in a safe manner to the ambulance or to the near by hospital. If any chair is not found on the spot we can carry him / her upon our back and shoulders. If there are at least two volunteers on the spot to help the injured victims they both can join their hands with each other and make a chair like formation keep the victim up on that formation. By this way we can carry him easily to the necessary place and the patient also would feel comfortably. This was also taught to the participants of the training programme along with the practical demonstration. If the patient is in the unconscious condition and in laying position we can carry him with the help of a cot. If the cot is not available at the spot we can make a stretcher form with the help of a bed sheet or saree or dhoti. We shall spread upon the floor whatever the cloth we have. On both the lengthy side we can roll little length of the cloth. By this way we can make a stretcher like form and 2 persons can easily carry. That is why it will not affect the patient in any way. In addition to this we can provide patient the necessary First Aid Help. The participants of this training programme were keenly looking at the teaching and the training along with the practical demonstration. They felt it was very much helpful to them.
