REPORT TITLE: DISASTER MANAGEMENT INTERVENTION AT THOOTHUKUDI
PROJECT TITLE: FLOOD DISASTER RESPONSE AT TAMILNADU, S.INDIA
At Panchayat Union Middle School, Puliyamarathu Arasaradi, Ottappidaram Panchayat Union, Thoothukudi District, Disaster Management Awareness Training camp was convened. In this training programme Headmistress, Panchayat union middle school presided over the programme in the presence of Physical Education Teacher, Panchayat Union Middle School. GlobalGiving & Chevalier Roche Society Project Manager Participated in this programme and offered the Training. During this Training Programme following intimations were delivered to the students. Formation of Disasters and climate changes were described in detail. Natural & Artificial disasters were explained and also the divisions of the cyclone were also explained clearly. Disasters found in India and the defects occurred after them were described in detail. During the past twenty years many disasters occurred. As a result of that loss of lives and material damages occurred a lot. It was explained in detail. Important factor of the Disaster Management such as Condition before the disaster, Activities to be done during the disaster, Steps to be taken after the disaster. Above the said 3 stages were explained in detail. 1) Reduction or Prevention the loss of lives and articles damage. 2) Reduction of distress to the humanity 3) Increasing the speed of Restitution.
Disaster Management is the action of Prevention, Reduction of distress, preparation of the community, being involved them in activities at once, immediate Recovery and involvement in Reconstruction. It was explained about co-ordination of vulnerable community, Development of their skill and prepare them to face the disasters. It was explained as mentioned below about the actions to be taken before the occurrence of disaster.
Preparing the whole community, Identification of low lying areas, Identification of areas being affected vulnerable community being affected off the disaster. Identification of Evacuation routes, Identification of protected target sites. Collection and keeping up the Emergency phone Numbers. Set right the canals and streams, digging out the tanks and ponds and Removal of encroachments in the water path routes. Formation of school level Disaster Management groups and provision of continuous training programmes. Finding out evacuation route are found in the weak condition in school level. How shall we leave out after the identification of weak sites and strengthening the same? During the disaster times students and teachers and they must be carried to the safety places through Evacuation routes. It must be done through the planning. It was explained details with measures to be taken as soon as the disaster is occurred in area of the village. a) Hastening of early warnings and also Information and communication. b) Hastening of searching and Recovery services. c) Taking necessary action for First Aid and Medical services. d) Arrangement of accommodation and food materials. e) Provision of consolation and counseling. Action to be taken after the occurrence of Disaster were explained as mentioned below:
Action to be taken after some days of the Disaster occurrence
During the times of Disaster following arrangements shall be made for the Recovery & Restitution for the affected community. Essential commodities shall be arranged to carry the vulnerable community to the protected places. Campaigns shall be formed for the domestic purpose of the affected vulnerable community. Lavatories and water facilities shall be arranged for the affected community. Food materials and Dresses shall be distributed for the affected community. Recovery of vulnerable community from the Disaster affected areas. Arrangement of vaccination for the Disaster affected vulnerable community. Formation of Medical Camps, Arrangement of comforts for the women’s personal needs, Arrangement of facilities for the private needs of the Alternative skilled vulnerable community, Provision of Medical Helps for the become Alternative skilled. Finding out the children who lost their parents, provide the protection for them and accomplishing their needs.
FIRST AID & RECOVERY TRAINING
It was taught how we shall give information to the Ambulance in order to protect the victims who meet the accident and got injured by any problem during the disaster. Trainees were asked to take immediate action for the disaster affected person’s physical condition accordingly. It was taught how we shall provide Artificial Respiration to the persons who are in unconscious condition. With the practical demonstration it was demonstration necessary explanation was given to increase the unconscious person’s heart beat by giving outward pressure for the heart of the person who is in unconscious condition. If the affected person is found with any bleeding and injury, how should we make for the affected person. If anybody is in the bed ridden condition, how can he / she carried. This was taught with practical demonstration. Particularly structure method, Chair method and help with the fire service equipments were explained with practical demonstration. It was also explained with practical demonstration how should we help and protect the persons who met fire accidents in a safe and gentle manner. It was explained how should be the participation of school and college students in redeeming the disaster affected victims. Finally field worker, Chevalier Roche Society & Global Giving delivered the vote of thanks and this programme was accomplished successfully.
