REPORT TITLE: EARLY WARNING AND FIRST AID TRAINING AT CUDDALORE
PROJECT TITLE: FLOOD DISASTER RESPONSE AT TAMILNADU, S.INDIA
PROJECT SITES: KANAKARAPAATU AND PINNATHUR, PARANGIPETTAI UNION, CUDDALORE DISTRICT, TAMILNADU, INDIA
For the Flood affected victims of the village Disaster Management Awareness and Training Programme was held. During the North East rainy Seasons coastal areas of Cuddalore would be usually affected by the heavy rain fall and cyclones. Therefore this Disaster Management Training Programme was held at Kanakarapattu village, Parangipettai union in Cuddalore District. As a Early warning Action announcements about the cyclone in the sea, Formation of Air pressure etc through Announcements by Radio & Television etc. village community must keenly hear this and we must protect ourselves from the disaster such as flood cyclone etc. Protected areas of the village must be found out and identified and all village people must have known clearly about this. Dangerous spots must be known clearly. During the dangerous situation everybody must have the enough knowledge about the evacuation routes to escape from the risk safely and quickly. It was advised this knowledge is essential for all village people to protect themselves. When the people are affected by disaster during the time of cyclone and rain to which the information must be given it must be decided their contact phone No’s also must be collected and they must be intimated soon. It was emphasized clearly. During the time of disaster protection is very important. At first vulnerable community such as children pregnant women, Aged people, Alternative skilled should not be affected these people must be given first priority and they must be carried to the protected places. Important records such as property documents Pattas, Educational Certificates, Family Card, and Bank Pass Books, Adhar card etc must be carried safely to the protected places.
FIRST AID:If somebody gets injured on his hand or leg or head with the bleeding how shall we stop the bleeding? Explanation was given to the participants along with the practical demonstration. If the fracture is found on hand in what manner bandage shoal be made during the First Aid Help? In what way he can be carried safely to the hospital. It was also described through the practical demonstration. If somebody is found immersed in water and in the dangerous condition in what manner water from his stomach can be removed? It was taught to the trainees through practical demonstration.When somebody is found in the unconscious condition how shall we check his pulse beat? If somebody is found without breathing how shall we provide him artificial respiration? These were taught with the practical demonstration. Finally President, Kanakarapattu Panchayat delivered the vote of thanks and this programme was accomplished successfully.
DISASTER MANAGEMENT TRAINING AT PINNATHUR PANCHAYAT PARANGIPETTAI UNION, CUDDALORE DISTRICT
At Pinnathur Panchayat Village Disaster Management Training was provided to that village people. How shall we recover us from the disaster? How shall we provide the First Aid Help, if we find a person being entangled in the disaster? It was described through training programme to the people of this village. How shall we do the First Aid Help to a person who had the hand or leg bone fracture? Upon both the sides of the fracture two wooden planks or wooden scales shall be kept upon both the sides of the fractured portion. Surrounding these planks or scales we must make a bandage with the help of a bandage cloth or a piece of a long cloth from a dhoti or saree. If the fracture is found on hand we must tie a long cloth surrounding the neck and hand of the injured person and make a knot just like a cradle in the form. Then that person can be carried to the hospital with help of an ambulance and provide the necessary treatment. If the disaster affected person has the head injury with bleeding at first we must stop the bleeding. Then upon the injury with the bleeding keep some cotton and cover with the bandage cloth or a piece of long cloth from dhoti or saree and the injury must be covered tightly. In this manner we can do the first aid for the disaster affected person. This was taught to the participants of the Training Programme with the practical demonstration. What shall we do to a person who is found in unconscious condition? At first was must check his breathing condition. In order to know this we can check his pulse by keeping our fingers upon the affected person’s wrist or the affected person’s lower portion of the throat or upon the temples of the fore head. Also we can keep our hand near the hospitals of the affected person. If he is not found with the normal breathing, we can cover the mouth of the affected person with a folded cloth we can keep our mouth and do the breathing gently by blowing air into his mouth with powerfully. If we do so our exhaling air would go through the patient’s mouth and it would be helpful for his normal breathing. This is the method of artificial respiration. If we do this again and again, the patient will come to the normal condition soon. If any patient is found unable to walk we can spread any bed sheet or thick dhoti or saree upon the floor. At the length wise of the cloth roll of some extent on both edges. Now that clothing would come to a stretcher like form. With this arrangement, we can easily carry the patient to the Ambulance. Then he can be taken to the hospital without any problem as early as possible. It was taught to the Trainees of the Training Programme with the practical demonstration with necessary explanation. Finally President Pinnathur village Panchayat delivered the vote of thanks.
