REPORT TITLE: CONTINOUS TRAININGS AT THOOTHUKUDI DISTRICT
PROJECT TITLE: FLOOD DISASTER RESPONSE AT TAMILNADU, S.INDIA
PROJECT SITES: PITCHIVILAI PANCHAYAT AND VALLANADU PANCHAYAT
Disaster & Risk Management Awareness Training Programme was held at Pitchivilai Panchayat office. In the presence of panchayat Secretary and president panchayat presided over the Training Programme. Our NGO Co-ordinators went over to Pitchivilai panchayat union as Trainers and provided the Training on Disaster and Risk Management along with the explanation. During the Training Programme in the beginning explanation was given about Disaster and Risk Management Training Programme. During the time of disaster usually women, children, Aged People and Alternative skilled would be affected much. Disaster affected people usually would have the expectation that Recovery group would come to the place of disaster to recover them. Instead of that the disaster affected people themselves should become as the recovery group and could protect themselves. It was emphasized during the Disaster Management Awareness Training Programme. Training was provided as follows during the Disaster Management Training Programme.
DISASTER MANAGEMENT AWARENESS: Disasters are of two kinds named 1. Natural Disaster and 2. Artificial Disaster. Artificial disaster can be avoided and some arrangements shall be made to escape from the disaster. But we can’t resist or block the Natural Disaster. But we can protect ourselves how it is possible. We can warn the people at the spot of Disaster. When the disaster is occurred we must use the evacuation route and in which manner. We can protect ourselves. Also we can provide Awareness through PRA system or the ven-diagram drawn on the public place of the particular town or village. In this manner Training was provided to the people.
FIRST AID TRAINING: If a person gets injured on his head or hand or leg how could we do the first aid for him. It was practically demonstrated for the village community. If a person has any one fracture on his hand or leg 2 flat sticks shall be taken and it must be kept upon the both sides of the fractured bone area and it shall be tied tightly. In the case of somebody feels much pain on his hand that hand shall be tied tightly after keeping flat sticks on both the sides of the hand and be tied tightly with the help of a clean cloth. It was practically demonstrated before the community of Pitchivilai Panchayat. In the case of severe pain for an affected person due to the fracture on his hand a long cloth shall be tied surrounding the fracture hand and it shall go surrounding the neck of the disaster affected person and a knot must be made in that long cloth. So the patient can move his hand according to his convenience. Due to the fractures bone his hand should not be hanged. It must be tied with the help of a long cloth surrounding his hand and neck just like a cradle form. If we happened to meet a head injured person first we must control the bleeding from his injury. If he is in the unconscious condition we must try to turn him to the conscious condition and make him to speak clearly without any hindrances. Then the bleeding must be controlled from the injury by pressing with a clean cloth upon the head injury. If we do so, the bleeding will be controlled too much extent. He must be kept in a room having the good atmosphere and nice ventilation. We must talk with him in a gentle manner. So that the disaster affected person gently. It was also performed practically before the community in Pitchivilai Panchayat at as an example and the importance of First Aid was explained in detail.
MOCK – DRILL PROGRAMME: Regarding the Disaster Awareness and First Aid Training was provided to the community in PitchivilaiPanchayat. If a person being hunted by the disaster is found in the unconscious condition or if the community is found unable to walk, we can make a stretcher like firm with a bed sheet or with a thick saree or dhoty. The affected person shall be arranged to lie upon this long cloth and he can be carried either to the Ambulance or to the nearby primary Health centre as early as possible. It was also performed practically before the Pitchivilai Panchayat community. For the Training provided to these people they are very much thankful to the organizations Global Giving International. These people were also trained to carry a person who is unable to walk due to the accident he met during the disaster by making a chair like form with the injured person can be carried easily to another place. In this case one person can bear the upper portion of the affected person’s body and the other person can carry safely the lower portion of his body in a comfortable manner to the affected person.
DISASTER MANAGEMENT TRAINING VALLANADU PANCHAYAT, THOOTHUKUDI DISTRICT
Because of the Heavy Rain fall at Vallanadu area in Thamiraparani River area, flood affected much the village. This has been known by all of us. Because of this Flood Disaster Women in the village, Children, aged people and alternative skilled are affected much frequently why are most of the people affected severely during the disaster time? Because they have no enough Awareness about the Disaster therefore it was decide by the Staff Team of the organization Chevalier Roche Society to give guidance regarding the Disaster Management and to provide them necessary explanation through Mock Drill Programme. On the basis of this decision we have selected some towns and villages and provide them Disaster and Risk Management Training Programme.
DISASTER MANAGEMENT AWARENESS: For the example of Natural Disaster we can say the rain flood occurred during the last year. We can’t avoid this. But before the rain fall and flood we can protect ourselves, our possessions and our people in the village and especially the defected people. How is it possible? Before the rain flood comes into the village, as we give the fire warning about the heavy rain and flood to the people in the village. After that when flood the disaster comes with a high speed people must go to the high and safety places such as upstairs, Community Welfare Centre, School buildings etc. After that evacuation routes also shall be found out. Every important facility must be explained to all ones in the village through sociological tool, Ven-Diagram drawn in the Middle Area of the village upon the road after gathering everybody there. In this manner Awareness and guidance’s were provided to the people in the village.
FIRST AID TRAINING: What is the Artificial Disaster? Accidents like disasters are artificial disasters. If we think deeply, we can avoid before it is happened. We are not careful in many occasions. Because of this carelessness accidents happen. If a person happens to meet any accident and got injured on his head and much bleeding is found from that injured, at first we must take a clean cloth and tightly press the same with the injured portion of the head. Following this we must make a tight bandage surrounding the injury. If somebody has the fracture at his hand, we must get two long flat sticks on keep them upon the both sides of the fracture and make a tight bandage over that. Following that take a ribbon like long cloth and then surrounding the fractured hand and neck it must be tied like a cradle form. It would be convenient for the Hand fractured person. He would feel less pain after making this type of bandage. Also it was practically demonstrated how we should carry a person who could not walk because of his severe injury or any weakness. During this occasions two persons jointly together chair like form with both of their hands. By this chair like firm made by two persons the disaster affected person can be easily carried from one place to another. In this position the affected person would feel comfortably. This training was provided to the people at the Vallanadu village.
MOCK DRILL TRAINING: If the disaster affected person is in the unconscious condition or in the condition of unable to walk, we will expect the Disaster Recovery Team to help us. But it is not necessary to be so. If somebody is found at the unconscious condition he is unable to walk and speak. His condition is found very pathetic. That is why he or she needs to be taken to a safety place or to the hospital or to 108 Ambulance or to a nearby clinic. In order to carry him immediately to some other places get a bed sheet or a Dhoti or a saree. Spread upon the floor the cloth. Then the affected person shall be laid upon that and we must check if he has the respiration properly. Then two persons carry him or her easily by holding the edges of the bed sheet or dhoti or saree by their hands. Also it is necessary to check the disaster affected person has the normal breathing. We must check the breathing process by bringing our hand near his nostril. If we are unable to trace his breathing process we must check his pulse in the wrist. If it is not sat is factory to check his physical condition. We can blow air from our mouth into his mouth and we must gently press his / her chest for making the easy breathing. After the affected person comes to the normal condition we can make a stretcher like firm and carry him to the protected place with the help of another person. This was also explained and performed as an example for them with the practical demonstration. It was performed through our Mock – Drill Training Programme and the doubts were cleared to the village people their protection and Awareness.
