REPORT TITLE: DISASTER RISK MANAGEMENT TRAINING AT THOOTHUKUDI

PROJECT TITLE: FLOOD DISASTER RESPOSE AT TAMIL NADU, S. INDIA  

 

VENUE: Pillayar Kovil Campus Ayyanadaippu Panchayat, Thoothukudi Block  

PRESIDENCE: Mrs. S. Selvanayagi, Secretary, Panchayat Union

IN PRESENCE OF:Mrs. R. Shanthi Field Organizer NRGES

          At Ayyanadaippu, Shanmugapuram, Kailasapuram of Ayyanadaippu Panchayat area of Thoothukudi District community were affected much during the year 2015. For them Disaster Risk Management Training was provided. In the presence of Mrs. Shanthi Field co-ordinator, NRGES Mrs. Selvanayagi, Secretary, Panchayat Union presided over this training programme. Mr. Dhamotharan, Project Manager & Mr.S. Peppy Dasan, Project Co-ordinator, Chevalier Roche Society, Global Giving International participated and provided the training for the participants of this training programme.

During this programme following information’s were taught to the people.

  1. It was explained in detail what is meant by disaster generally. How far will be the effects of disaster. Participants understood clearly about this.
  2. It was described elaborately, what kinds of Naturally and Artificial Disasters were occurred during the past fifty years in India Lives loss material loss occurred during this period was explained in detail.
  3. Important world level disasters, loss of lives occurred by that and artificial damages were explained.
  4. Particularly defects made by the Flood Disaster and the defects occurred and the Fore Warning Actions to avoid the same were explained in detail.
  5. Necessary explanation was given on How could we develop the skills of people in various standards and How could we face the disasters.
  6. It was also taught about Tracing out the weak locations and preparation of people according to that to face the disaster in proper way.
  7. People were asked to know the Evacuation Routes to go to the protected places during the Disaster Times.
  8. It was also informed to identify the people in weak condition and how they could be recovered and carried to the protected places.
  9. It was advised to protect the water resources before the rainy season and to remove the encroachments in the water routes and to make arrangements for the free flow of water.
  10.  It was suggested clearly to avoid the spreading of contagious diseases during the rainy season and to look after to make arrangements for running of the stagnant water immediately.
  11.  It was also taught in what manner the broken and fallen trees, electric wires cut off fallen electric posts should be handled and how could we contact the concerned Dept. offices.
  12.  It was clearly instructed to the people to build the houses in high level to avoid the incoming of rain water into the houses during the rainy reasons.
  13.  We emphasized the people participated in the programme to form the Village Level Disaster Management Groups and to provide continuous training to the formed groups.
  14.  It was also asked at least to form search and Recovery Teams and First Aid Teams in every village.
  15.  We emphasized the importance of collecting the phonenumbers of importance Emergency Help Centre’s such as Fire Service and Recovery Dept, Police Station, Hospital, Ambulance, Blood Bank, Scout Patrol, Revenue Dept. Officers, Block Development Officers, Office of the District Collector Non-Government Organization etc.
  16.  It was explained in detail generally to draw a ven-diagram containing the particulars of the village location, Apartments of people in the village, Power decreased conditions, protected places, Resources of the village and evacuation routes in a large level at the centre of the village so that everybody in the village would see.

SEARCH – RECOVERY & FIRST AID TRAINING

1)    It was demonstrated practically along with the training how the people who entangled with in the building demolitions, and those who met the accidents in unexpected manner.

2)    How to recover the people who were lashed along with the flood water and to provide the First Aid Treatment for them was explained in detail with the practical demonstration.

3)    It was also demonstrated practically how to recover the victims who met the fire accidents and to provide the First Aid Treatment for them.

4)    If anybody was affected greatly with the disasters and had a large amount of hemorrhage it was explained how we could control the major hemorrhage and making a proper kind bandage for him or her. It was demonstrated practically with the necessary explanation.

5)    It was also demonstrated practically about providing the First Aid Treatment to the bone fractured and making the bandage in a proper manner.

6)    It was also explained with the practical demonstration to provide the Artificial Respiration to recover the persons who lost their conscious condition.

7)    It was also taught with the practical demonstration to recover and carry them according to the injuries and defects they had met.

Finally Mrs. Anandhi, Animator, women Self Help Group delivered the vote of thanks and the Training Programme was accomplishment in a nice manner.
