DISASTER RISK MANAGEMENT PROGRAM AT KAYAMOZHI PANCHAYAT
AWARENESS TRAINING PROGRAMME ABOUT THE DISASTER:At Kayamozhi panchayat of Thiruchendur Union area of Thoothukudi district during the rainy seasons mostly in villages, they are surrounding by water and the exit areas were cut off from the other areas. That is why the people of these villages could not come away from their villages and were affected much. Therefore the awareness programme regarding the disaster was provided to the panchayat union PRI (Panchayat Raj institutes, presidents, representatives and to the vulnerable community for Disaster Awareness Training Programme Defects being formed by the major disasters such as cyclone, flood, Earth Quakes, Land Sliding, Sea erosions were explained. These are the Natural disasters. And the defects being formed by artificial disasters such as road accidents, fire accidents, riots, Electric shocks accidents and the related disasters were explained to the participants of the Training. During the Natural Disasters occurrence those cannot be avoided and the people can be protected by accommodating the people at the higher places before the occurrence of the disaster and training out the evacuation routs earlier was emphasized. In the stagnant Water areas pits road damages would not be known. That is why descending into these areas must be avoided and alternative routes must be ready to escape to protect the victims in right time. During the blow of cyclone no body should go in the direction of the wind. Instead of that the victim shall lay on the opposite direction. It was also Trained and trained to avoid travelling in the dense forest area. In order to avoid the artificial disaster Hits, during the festival celebration times it was advised to avoid to fire crackers in domestic areas. It was also suggested to have sand and water be ready near the firing areas of crackers. It was also advised to use the electricity with much carefulness during the time of rainy season. It must be avoided strictly to stand beside the electric posts. Also during the times of rainfall it was advised to go very slow by two wheelers. It must be avoided travelling through sand felled Roads and muddy Roads. Such trainings were provided during the programme to avoid the artificial disasters and to live in a protected manner.MOCK DRILL TRAINING: In order to help the victims during the times of disaster volunteer members were selected and they were provided Mock Drill Training for protection and Recovery. According to that Mock Drill was performed to shift the affected people from the place of disaster to the protected place. That is why how we can use our hands and, legs as recovering materials. This is much helpful to the beneficiaries. Also another method of carrying the victims by joining two persons hands were also taught. This would be much helpful to carry even the persons who have much weight. When two persons equally lift up the affected person they both would feel the affected person’s weight as very low. In this manner the affected person can be carried from an upstairs or a high location. Later the affected person can be easily taken to the hospital. Therefore the affected person will be encouraged mentally and will be recovered soon. In the case of disaster affected women, when men go to help them women will feel ashamed and they want give co-operation to help them. Therefore women were trained to help the disaster affected women. Therefore they would wait until the recovery team arrives there. Also they can save women, aged people and children also. In this manner all types of training were provided to the beneficiaries.
DISASTER RISK REDUCTION (DRR)PROGRAMME AT PIDANERI PANCHAYAT
TRAINING FOR RECOVERY FROM DISASTERS AND INFORMATION:At Pidaneri panchayat of SathanKulam panchayat union in Thoothukudi District here are many ponds and canals. Therefore some people collect and carry sand from the area. Therefore here is no way for running of rain in the surrounding villages. Hence the village people are affected greatly. Therefore this training was provided to this vulnerable community of this village. During this training Recovery works and the related contacts were explained in detail. It was explained that we shall give information through phone at free of cost to police Dept. – 100, Fire service & Recovery works – No -101 and Ambulance Service – No - 1056. When the information is given through phone it shall be given shortly and clearly without any fear. That information must contain the Name of the village, Block. Panchayat Name also must be mentioned clearly in the case of two villages in a same name. The name of the union also shall be mentioned. Main Road leads to the village, correct route for the village also must be informed when we make call to the concerned phone No. Phone Nos. of the important persons in the village also shall be mentioned. When officials arrive at the affected village, what type of disaster is occurred there, that shall be explained briefly and clearly. Then only the possibility will be there to begin the recovery work as early as possible. Efforts shall be made by gathering village people, youngsters and everyone there to protect the aged people, children and pregnant mothers. They must be protected by bringing out them from the flood and make arrangements for them to stay at protected or safe places temples, schools, play grounds. During the fire accidents at domestic area link between one house to the another house must be cut off. Electric supply shall be cut off. In the firing area sand and water shall be sprayed continually in a speedy manner. When we do so continually we can block the spreading of fire and avoid the great risk. In this manner Training was provided and taught them to be alert during the occasions of disasters.MOCK DRILL TRAINING:Even though we have the possibility to protect others, as we have no enough skill, some unavoidable causes are formed. Therefore we must give full attention to protect and recover from the disaster. Following this firm decision as a single person we should not be hopeless and we must prepare ourselves to carry the affected person upon our shoulder with the self confidence in our mind to the protected area. When we carry the disaster affected person upon our shoulder, it will be an encouragement to the affected one. When we go to recover the disaster affected persons sometimes we may go with a weak person, we must encourage that persons to have enough self confidence to perform the task with bravery and make them to help others. So that we can protect easily the disaster affected persons. Removal of fearness feeling from the mind of the helping volunteers. Because he must be courageous when we is helping the victims who have much bleeding during that occasion. We should not hesitate to carry the injured with much bleeding. We must leave the fear completely from the mind of the volunteers. Being not have the fear or cowardness, we shall help the victims by carrying him upon our back and tie his body with us by using a towel or dhoty or bed sheet and form a stretcher like set up, make the disaster affected person to lay comfortably and carry him to the hospital as early as possible with the full confidence. By developing the individual skill in their hearts, they were made to know clearly about the ways to protect the victims with courage.
