COMMUNITY BASED DISASTER RISK MANAGEMENT PROGRAMME

TRAINING ON DISASTER MANAGEMENT

REPORT TITLE: COMMUNITY BASED DISASTER RISK MANAGEMENT (CBDRM) PROGRAMME

PROJECT TITLE: FLOOD DISASTER RESPONSE, CHENNAI, INDIA

PROJECT UNDER:  FLOOD DISASTER RESPONSE, TAMILNADU, INDIA

REPORT PERIOD: 20.01.2016 TO 19.02.2016(One Month)

PREAMBLE:  Our organization is Voyaging continually climate changes activities thro comminity Based Disaster Risk management (CBDRM) Programmes. In 2016 a Major Flood affected heavily affected in South India.  Being condensed the major vulnerability; we have chosen two projects and sincerely serving for those two Projects.

1 Flood Disaster Response, Tamilnadu, India (Global Giving Project No: 22732)

The Project is running major vulnerable coastal district cudddalore and Thoothukudi coastal District. For the above said Projects, we are submitting reports to you regarding

Simultaneously on Chennai capital of Tamilnadu No.of human death, and material loss were heavy that is why we additionally take over this special Project, for Chennai alone

Flood Disaster Response, Chennai, India Poor land use, planning contributed to heavy downpours and heavy Floods in Chennai. For this special, fully funded Project report we sent here with the same regular Project Reports.   

TARGETTED SITE: CHENNAI - EGMORE ZONE (SANTHOSH NAGAR)

v This area is located in 6th ward of Chennai Corporation.

vMostly this area is of the slum clearance Board houses Block.

vThis area comes under Chennai Egmore Zone.

vThis area totally consists of 7 streets

vThis area consists of strait lanes mostly

vUnder the Egmore Railway station Bridge slum clearance quarters have been located

vDuring 2015 Nov. formed Rain water flood hit, Drainage canal which is located near the Egmore      over bridge. Near that bridge Drainage canal is running through this canal flood entered completely into the slum clearance Board Quarters area. Through drainage canal flood water entered in to the city and caused much damage.

v Ground floor quarters have completely drowned in flood water

vFrom the nearby Egmore Railway station stagnant flood water entirely entered in to the city and caused great damages

vIn this area totally here are 578 slum houses

vAbout 3017 people are living here.

vMost of the people are working for daily wages.

vMostly women are going for house – keeping / Daily coolies work.

vDuring the flood disaster people in this area were accommodated C.S.I Church and Govt. Schools

vPeople of this area have lost their possessions and things a lot.

    WOMEN SKILL DEVELOPMENT TRAINING:

v Skill of single women were tested and the chance was given to reveal by themselves

vTeach them about women achievers

vWomen’s Participation in the social work was explained

vBeing removed the in ability condition, hope of ability was created

v Suggested to do anything to be done with entire knowledge

vIt was explained to be careful about the other’s welfare and social welfare

vImportance of women’s reservation was explained in detail

vGuidance was given not to be discouraged and to work with courage

vIt was suggested to come forward and help during the disaster times

vHope was made to live with self confidence and without others help

vParticipants were trained to think about good ideas and to speak good things at any situation

ENTREPRENEURSHIP TRAINING:

     At Santhosh Nagar most of the women are illiterate. Therefore they go to work in houses as servants. Some women are in their own houses without doing anything. Hence most of them are below the poverty line. In order to develop their life standard we provided them the Entrepreneurship Training.  

    LIVELIHOOD OPTION METHODOLOGY

Non Corrosive 25 Litre water container must be taken. In that 20litres of fresh water and phenoil on and ingredient oil (½ litre) is added. 10ml of jasmine perfume is added as coloring agent are added of colour phenoil is required. But white phenoil is better comparatively colored phenoil for cleaning  

LIVELIHOOD OPTION -ORNAMENTAL SHELL MAKING TRAINING

v  Training for manufacturing ornamental materials from sea molluscan, gastrobods and intertidal area  for their livelihood  were provided to them

v  As the coastal ornamental articles are sold in Marina Beach it was planned to provide the training for those women in Santhosh Nagar

v  Training was offered accordingly to manufacture small coral ornaments, Largersized decoratives, bie – hive corals, spherical corals, veins etc were bought extra and training was offered by utilizing them

v  It was taught to know about fastening these materials by using pasting gum through electric connection

v  Marketing methods to market these articles to the retail shops were also taught to them.

v  In order to develop further this training continually training is provided to the beneficiaries

 

 

TRAINING ON DISASTER MANAGEMENT - PARTICIPATORY RURAL APPRAISAL -SOCIAL MAPPING:

We worked the Flood affected victim Community, especially vulnerable community (Women and Children) to Santhosh Nagar and a common place for PRA use sociological research tool, for this vulnerable community to know about themselves. It  has various sociological tools. We used on the present exercise by 3 tools. The social mapping tool about the present basic amenities such as schools, Hospital, Clinic, Private Hospitals, Government and Nutrition meal centre, Bus stop terminals, Fire and Rescue station, Transformer, EB Poles, Pipe lines, Damaged, leaked Pipelines etc Ambulance , well and other  facilities with  address and phone number etc. This map was self demonstrated by the victim community by Rangoli colour powders. At the end of the exercise community, will have the better knowledge about themselves.      

 DIAGRAM OF DIFFERENT SEASONS: (SESONAL DIAGRAM)

vThe targeted community is labour / coolies. They don’t have work for all the months. This  is a tool is used to illustrate, the work done by victim during year ( 12 months) Health seeking procedures, they can know about the Govt. pulse polio vaccines and other immunization tables and Flood affected low lying area, ( resides in down floor of slum clearance apartments) for the flood disaster management.       

EVACUATION ROUTES:

v  Evacuation routes to reach the protected places were noted in the Resource Map.

v  In this Map  Egmore over Bridge, KMC Hospital, CSI Church, Railway station, Bus Terminal etc. were included Distances and routes to reach the public places, Fire service station, Police station Bus Terminals, cafeterias, Schools, temples and  location were simply drawn in the map.

If any disaster occurs, usually community goes away to a single route. We guide them accordingly to find more evacuation routes to protect maximum number of vulnerables      

MOCK – DRILL PROGRAMME  

     Mock drill is a very important exercise. We demonsrate about, the victim is in danger, to dispose their body form the affeted area . A group of 2 or 4 peoples joint together and demonsrate about this. Then we trained about various first Aid tectinques. CPR ( Artificial respiration) is the prime  taught. Various methods, of doing it.We teach the vital organs of body espesially lungs and Heart Bandaging procedures also taught. Easy methods and readily available material were clearly dealt methods to arrest Bleeding is being taught.                    

DRINKING WATER TEST PROGRAMME:

Due to the flood, the drinking water Pipe lines damaged, and it mixed with sewage water. Hence  various diseases were spread by seepage water, so conservation of drinking water and prevention of diseases from the sewage influx water being taught, Govt.of  Tamilnadu TWAD Board Provided Field water tool kid (FWTK) Whether water contaminated or not. By the use of FWTK Kid Water can be tested PH, Colour salinity, alkalinity etc  this method water can be tested. Since the victim community have the knowledge about contaminated water. 

 

 

TARGETTED SITE: CHENNAI - SAIDAPETTAI (THIDEER NAGAR)

v It is located in 142nd Ward of Chennai Corporation.

vIt is a location constituted with slum clearance board houses and small types of colony houses.

vThis area is in Mambalam zone

vTotally it is having 12 streets

vTotal population of this area is 3618

vMost of them here are doing the coolie labour

vThis area is situated in very low lying area located near Panagal park building which is near  saidapettai Main Road

vDuring Nov.2015 Rain flood occurrence through saidapet over bridge canal the flood entered in to this town and surrounded completely

vUpto the height of 10 -12 feet the flood entered into the apartments

vHouse hold articles, Possessions and everything they had entirety damaged and destroyed.

vAll people in this area left their residences and they were accommodated in Govt. Schools and Wedding Halls at Saidapet area.    

     SKILL DEVELOPMENT / LIVELIHOOD TRAINING FOR WOMEN

      At first it was motivated to develop their self confidence.

vWe made realized them the importance of unity among women.

vThey knew that motivation is necessary to help each other

vIt was emphasized to know their individual skill, check the same and to bring them out.

vThey were encouraged to develop their bravery to with stand any conflict or struggle.

vIt was taught to develop their General knowledge

vA lectureship was given about knowing the current affairs of the world.

vIt was advised not to be afraid of hindrances and disasters

vIt was understood by the beneficiaries what shall be done according to the situation.

vIt was stressed to develop the attitude of protecting ourselves, elders and children also.

vParticipants of the Training assured that they could achieve anything individually.

vIn such above said headlines training was offered to the participants.      

ENTREPRENEURSHIP TRAINING:

     For houses - wives. Training was provided to prepare houses hold articles and to sell through women groups and to develop themselves economically. 

     LIVELIHOOD OPTION

         We will take one liter of compound oil

v20 Ltr quantity of fresh water was taken in a vessel (hard water will spoil the phenyl preparation)

vLittle oil shall be added little by little and be mixed   

vThen 20gm measured colour powder was added with the said solution and mixed well

vAfter that ten gram quantity of fragrant powder was added

vAfter stirring this liquid mixture well for about ½  hour left to be cooled and foam to be disappeared

vPhenoil must be filled in one liter quantity bottles after 30 mintutes

vIn this simple method phenoil was prepared

vBeing utilized the beneficiaries phenoil was again prepared by them.

vThey all understood clearly that through this method a single person can prepare phenyl when she is at home, the same can be sold through women groups and can earn Rs.300/- perday  

 PARTICIPATORY RURAL APPRAISAL - SOCIAL MAPPING:

vWith the Participation of people, the social mapping of the vulnerable targeted, flood affected word was drawn upon the road

vTotally 12 streets were shown in the social mapping  diagram drawn

vHouses set – up and other resource facilities were shown in the diagram

vRation card shop, Hotel, Water taps, temple and Bank in the were town under lined shown clearly

vSo all the people to be known vulnerability from small lanes to big streets were drawn in detail 

vResources in the town safety places were drawn and located clearly.

v Evacuation Routes and places of refuge were mentioned and shown clearly

vResources in the town safety places were Drawn and located clearly.

vMainly Gov. Hospital, Saidapet, Panagal Building Over Bridge, Railway station, Temple, Bus Terminal and Schools were drawn and mentioned clearly

vIn order to reach the above mentioned places easily Evacuation route & protected routes were drawn and explained.

vThrough the resource Map it was explained that women children and aged people can easily escape from the disaster

vIf a victims need to know  any disaster, He /She must have complete knowledge of their own location, resources etc 

    SEASONAL DIAGRAM:

          During the period of  Jan  -March they will do small scale business. They will do skillful and developed their  livelihood nature 

vAs the climate is too hot from the month of April – June, Water, Varieties of fruits, Butter milk, Fruit mixture, Cool drinks are sold prevalently

vDue to the winter season from July – Sep. Fishes are bought and salt fishes are sold at other places than their own town

vDuring the rainy season months of Oct – Dec people have on work to do and feel hard to run their families  

     LIVELIHOOD TRAINING - PREPARATION OF HEAD ACHE BALM:                                                               

vWomen themselves may easily prepare some products in their houses itself. Of which the Head Ache Balm preparation was shown demonstration as a good product

vTurn the stove valve, kindle the fire and keep a vessel upon the burner and the vessel was heated

vPut 10gm of paraffin into the vessel and melted the same

vAlong with the heated paraffin Add 250gm weight of jelly oil

vWhen it became boiled well add 20gm quantity of Menthol, 20gm amount of Thymol mixed After the liquid mixed boiled well add 250ml. Eucalyptus oil with that

vAfter all these mixture boiled well the vessel was moved away from the stove and kept cooled In the bearable warm almost in the handling temperature it was filled in small sized bottles and closed

vAfter these things were added it was poured into 36 bottles.

vEvery beneficiary took the balm carried for their usage

vIt was known by everybody, If a single person prepares, sell the same, she can simply earn Rs.300/- per day
