Contratos En Ley seeks to make data truly open so that citizens can monitor government spending in Puerto Rico, particularly in public contracting. At present, public contracting is the area with the highest risk of corruption, costing billions and threatening the lifeline of many. By creating transparency and developing monitoring tools, citizens can oversee and protect public resources, bringing significant savings and guaranteeing a fair and inclusive recovery from recent natural disasters.
In the past 5 years, Puerto Rico has suffered a whirlwind of disasters, from Hurricanes Maria to the earthquakes, the COVID-19 pandemic and Fiona. During these emergency periods, government corruption has flourished, shifting funds away from those in need and into the buckets of a few. Given this and other scenarios, there is no doubt that the worst agent of disaster in PR has been corruption, that which threatens the lives of our citizens.
Transparency is the antidote to corruption and the route to an inclusive and just recovery. Accordingly, Sembrando Sentido has created a digital platform called www.contratosenley.org which makes government data truly open, transparent and accessible to citizens. The tool expands transparency in public procurement to protect disaster and emergency recovery funds from misuse, and promote the integrated and efficient use of funds allocated to critical sectors like health and infrastructure.
Efforts to open data and make public procurement information transparent will empower communities to monitor and protect resources from misuse and increase funding to critical services (health, infrastructure, economy). Your donation will support efforts to end with secret and corrupt practices, while helping citizens have good governance of public resources, where funds are used efficiently to help Puerto Rico recover from recent disasters and emergencies.
