QUARTERLY PROGRESS REPORT: TEENAGE PREGNANCY,EARLY MARRIAGE AND CHILD PROTECTION.
Location: Zombo District,Uganda
Reporting Period: Current Quarter (22 February 2026 Up to 22 May 2026 ,Including trend data from October 2025 – March 2026).
Target Group: Adolescent Girls and Young Women (AGYW) aged 13–19, Youth aged 13–24.


1. Executive Summary & Contextual Analysis.
Zombo District is facing a severe child protection and prevention crisis. The teenage pregnancy rate has stagnated at 28.3%, significantly exceeding the national average of 24% and the West Nile regional average of 25%.The human cost of this crisis is stark: between October 2025 and March 2026 alone, over 3,800 girls aged 13–19 gave birth within the district. At least 2 in 5 girls in Zombo become pregnant before reaching adulthood. These figures represent systematic child abuse, statutory defilement, and exploitation. This trend shatters the futures of young girls, increases maternal risk, and severely undermines the socio-economic and sustainable development of the community.

Qualitative Indicators:
Indicator 7&8 (Social Norms & By-laws): Activated through targeted dialogue meetings. Traditional leaders have been empowered to ban early marriages and penalize parents who bypass the legal system.
Indicator 9 (School Re-entry Policy): Re-entry policies are being enforced at the community level to mitigate stigma for young mothers.


3. Key Achievements & Highlights:


a)Service Delivery & Healthcare Integration
i)Adolescent-Friendly Corners: Partnered informally with 2 community Health Centers to establish stigma-free, confidential spaces offering prenatal care and contraception.
ii)Capacity Building: Trained 20 Village Health Teams (VHTs) on Sexual and Reproductive Health and Rights (SRHR) and GBV case refferals to handle routine youth health checks.


b)Community-Led Protection & Advocacy
i)Surveillance Networks: Established 3 Community Command Centers/Networks on Gender-Based Violence (GBV) to report and intervene in planned child marriages.
ii)Policy & Structural Advocacy: Participated in Ministry of Health (MOH) working group meetings to advocate for updated self-care and maternal health guidelines.
iii)Stakeholder Engagement: Conducted 3 high-level dialogue meetings with lowlevels traditional and religious leaders in Abanga and Jangokoro Subcounties to dismantle harmful practices like bride price pressures.


c)Strategic Prevention Models.
i)Socio-Economic Safety Nets: Coupled family financial literacy training with social safety nets to minimize economic reliance on dowries.
ii)School Retention Support: Distributed school fees and scholastic materials to vulnerable rural learners while advocating for private menstrual hygiene sanitation facilities.


4. Challenges & Mitigation Strategies.
a)Challenge: Persistent stock-outs of long-acting contraceptives in public facilities.
Action Taken: Partnered with the private sector to secure emergency contraception supplies. Tasked VHTs with implementing an early-warning reordering system.
b)Challenge: Low male involvement in contraceptive decisions and SRHR.
Action Taken: Launched targeted "Safe Male" campaigns during community dialogues to engage adolescent boys and young men.
c)Challenge: Harmful traditional practices and out-of-court settlements by parents.
Action Taken: Enacted strict local by-laws through cultural leaders and leveraged the 3 new GBV Command Centers to log formal legal reports.
5. Lessons Learned & Recommendations Key Lessons
a)Delivery Channels Matter: Peer-led, school-based SRHR education yields higher engagement and behavior change among in-school youth than static health-facility messaging.
b)The Role of Masculinity: True reduction in gender-based violence and early marriage requires shifting how young men view reproductive rights. Engaging men directly dismantles structural barriers.


6.Recommendations
a)Funding Realocation: Direct increased funding for youth-friendly clinics specifically to rural, hard-to-reach areas of Zombo district.
b)Curriculum Integration: Work with local school authorities to integrate comprehensive, age-appropriate reproductive health education directly into the academic timetable.
c)Mentorship Expansion: Launch safe, girls-only mentorship clubs outside of school hours to build self-esteem, life skills, and financial independence.

7. Way Forward for Next Quarter

a)Scale Up Infrastructure: Establish and equip youth-friendly spaces/centres in 5 new community.

b)Social Norm Baselines: Complete baseline surveys on social barriers facing the 13–24 age bracket to guide next quarter's behavioral campaigns.
c)Legal Collaboration: Deepen work with law enforcement to ensure all pregnancies under 18 are automatically investigated as statutory defilement.

SUCCESS STORY. Joy's Journey:
The Crisis: Joy excelled in her Primary Seven (P.7) examinations three years ago, but poverty nearly crushed her dreams when her parents could not afford secondary school fees.
The Reality: In her community, the risks for young girls are devastatingly high; many of Joy's peers fell victim to teenage pregnancy and child marriage as early as Primary Six (P.6).
The Intervention: Hope Vineyard Foundation Uganda intervened early, supporting Joy from P.6 and ensuring her transition into secondary education.
The Present: Now a Senior Two (S.2) student, Joy is safely in school, pursuing her education, and expressing deep gratitude for the sponsorship that saved her future.
Key Impact Themes Highlighted by Her Story Breaking Cycles: Keeping girls in school is the most effective tool against early marriage and teenage pregnancy.
a)Early Intervention: Supporting students before critical transition points (like P.6 to P.7) ensures they do not drop out early.
b)Transformational Aid: Financial relief for impoverished families directly translates into long-term empowerment for young women
