A trimester of reconstruction for Basic Education, and you are part of it!

The new cycle begins with a Ministry of Education (MEC) led by a pair of former governors of Ceará, a state where the implementation and continuity of good educational public policies have transformed learning outcomes in Basic Education.

The path to reconstruction passes through open dialogue with civil society, and through the sharing of good practices and successful experiences learned and systematized here in Brazil.

Todos Pela Educação continues to play its role in producing knowledge, articulating with key actors, public monitoring, and strategic mobilization, with the objective of sharing diagnoses and proposals developed throughout 2022, under the Educação Já program.

We cannot forget that the challenges facing Brazilian education demand a proactive contribution, which looks for solutions and allows the construction of educational public policies that span mandates, articulate priority agendas in states and municipalities, ensure permanent improvement of educational results, and reinforce the role of the MEC in the coordination and technical and financial support to the Federation entities.

KNOWLEDGE PRODUCTION 

The public policy proposals we suggest and formulate at Todos Pela Educação are based on evidence and data compiled, analyzed, and used to develop diagnoses. Our production aims to qualify the debate and support the decision-making of the different spheres of the public power.

| WHAT PUBLIC SCHOOL TEACHERS THINK

An opinion poll commissioned by Ipec, the result of a partnership between Todos Pela Educação, Itaú Social, Instituto Península, and Profissão Docente, interviewed about 6.7 thousand elementary and high school teachers from public schools throughout Brazil. Among other data, the survey showed that 84% agree that face-to-face courses prepare teachers better for the beginning of their profession. On the other hand, only 19% believe that current Pedagogy and teaching degree courses are actually preparing teachers well. By hearing what teachers think about topics such as professional valorization, career progression, and the role of Education secretariats, the research reinforces the need for improvements in training.

| 'EDUCATION THAT WORKS' ON CANAL FUTURA AND GLOBOPLAY

To show that Brazil has much to teach Brazil, Todos Pela Educação traveled around the country with the Education That Works project and got to know some of the best educational experiences of the last decade. At the beginning of 2023, the series, consisting of mini-documentaries, was shown on Canal Futura and is available on GloboPlay. The series can also be watched on the Todos' YouTube channel and on YouTube Learning.

MOBILIZATION OF KEY ACTORS

| RECOMMENDATIONS TO THE NEW MEC

With numerous visits to Brasília, Todos Pela Educação started the year presenting to the Executive Secretary of the Ministry of Education, Izolda Cela, a set of diagnoses and proposals developed throughout 2022 under Educação Já. After supporting the work of the transition team, the new cycle allowed for a round of interaction with the new MEC, with the objective of contributing in a more proactive and specific way, focusing on solutions. This is what has been done in these first months of the new government, with dialogue and participation of civil society alongside Minister Camilo Santana and his team in the resumption of an active MEC, capable of leading and coordinating Educational Policies.

| REINFORCING THE NATIONAL SCHOOL FEEDING PROGRAM (PNAE)

In March, Todos released the technical note Scenarios for budgetary recomposition and strengthening of the National School Feeding Program, in which it analyzed the next challenges to be faced within the scope of the PNAE. The document was released in the context of the announcement by the MEC of the recomposition of the per capita values applied by the program, a correction that Todos applauded for adjusting a prolonged lag and with increasingly harmful effects in the face of the worsening scenario of food insecurity that Brazil faces. The need to review this policy more broadly, however, was highlighted as a fundamental step. The document presents the most urgent challenges in current legislation and the model for distributing transfers.

EDUCATION ON THE AGENDA OF SOCIETY

| MESSAGE TO NEW MANAGEMENTS

Planning is good. But to change the game in public education, the key lies in the engagement of teachers, principals, and other education professionals. This is the central point of the essay by Olavo Nogueira Filho and Gabriel Corrêa, executive director and leader of Educational Policies at Todos, published on our website.

| EDUCATION POST-PANDEMIC

Todos' CEO, Priscila Cruz, analyzed in a report for Jornal Nacional the data from the School Census, which showed a resumption of enrollments in Basic Education at the same level as before the pandemic. Priscila called, however, for attention to teacher training.

| A LOOK AT INEQUALITIES

In an interview with journalists José Roberto de Toledo and Alberto Bombig, within the program Análise da Notícia, from UOL, Priscila Cruz called for a more sensitive look from the country and public managers towards the poorest children.

| THE CHANCE TO SUCCEED

In an article in O Globo newspaper, Priscila Cruz suggests that, in the MEC to be reconstructed, Minister Camilo Santana and Executive Secretary Izolda Cela need to structure a national policy for Basic Education that puts into practice the lessons learned from Paic and PAR, two programs born in 2007.

In one of the main topics under discussion in the quarter, Olavo Nogueira Filho exposed Todos' position regarding the so-called High School Reform to G1. Olavo reinforced the need for the debate to move away from the binary “revoke everything” or “leave everything as it is”.

Priscila Cruz discussed how to improve - and give new meaning to - High School with journalist Edimilson Ávila, from TV Globo, on the podcast Desenrola, Rio.

| GIVING NEW MEANING TO HIGH SCHOOL

The Ministry of Education has a unique opportunity to correct the course of the New High School and go further: build a systemic and ambitious project for the most critical stage of education. That's what Priscila Cruz wrote in an article for Poder360.

| SESI SENAI INTERNATIONAL EDUCATION SEMINAR

Priscila Cruz participated in the Sesi Senai International Education Seminar held in March at the Mané Garrincha Arena in Brasília. She was alongside Nuno Crato, former Minister of Education and Science of Portugal, and Rafael Lucchesi, Director of Innovation and Technology at Sesi/Senai, on the panel "Education Policies for the Country's Development", moderated by Pilar Lacerda, associated researcher at the Center for Public Management and Educational Policies Development of Fundação Getulio Vargas (DGPE/FGV) in Rio de Janeiro. Names such as the Minister of Education, Camilo Santana, the professor at the Aeronautics Institute of Technology (ITA) Sônia Guimarães, the specialist in Professional Education for Latin America and the Caribbean (OREALC/Unesco), Ramon Iriarte, the President of Google Cloud for Latin America, Eduardo Lopes, among others, also participated in the seminar.

WHAT'S AHEAD:

We ended the first quarter of a year of changes in the political scenario and the opening of new dialogues to build and reconstruct good educational policies. With the return of the Ministry of Education to action and the debate on priority agendas, the moment requires continuous effort, intersectoral vision, and political will to recover losses and promote advances until we effectively have quality education for all children, young people, and adults in the country.
