Education Now: a journey across Brazil on behalf of quality public basic education

The second quarter of All for Education was marked by the renewal of a political commitment for Education Now (Educação Já). A journey that gained strength in early April, with the Annual Meeting Education Now 2022, bringing together a broad front of political leaders, experts, public managers, educators and civil society organizations on behalf of the recovery of Brazilian Public Education in the face of the current serious context.

The journey continued throughout Brazil with the Education Now Caravans. It first landed in Vitória, Espírito Santo, and has already been to nine other states: Piauí, Rio de Janeiro, Goiás, Alagoas, Paraná, Bahia, Minas Gerais, and São Paulo. Until August, there will be 14 visits with an intense program of conversations with pre-candidates, the school community, specialists, managers, and opinion makers.

It is the vocalization and promotion of a commitment: the priority of Education in the elections and in the next administrations.

All For Education works to change the quality of Basic Education in Brazil for the better. With this goal in mind, it produces knowledge, compiles and analyzes data and information, publishes diagnoses and, based on technical and scientific evidence, formulates educational public policy proposals.



A technical note published on May 30 expressed concern about the approval by the House of Representatives of the Complementary Law Project no 18/2022, which changes the collection of the Value-Added Tax on Sales and Services (ICMS) on fuel and electricity in all Brazilian states. The change, if implemented the way it was presented, would significantly reduce the investment in Education, precisely at the most challenging time for the recovery of children's learning rights. After much debate and political articulation by "Todos Pela Educação" (All for Education), an amendment was approved to reduce the damage to Education, making the recomposition of the Fundeb resources and reducing the drop in resources in the area due to the effects of the proposal. However, the president of the Republic vetoed this mechanism, causing Brazilian education to lose billions of reais.

In June, we launched the second season of the Educação que Dá Certo audiovisual series, an initiative that maps, analyzes, and shares evidence-based educational policies adopted by different education systems in the country with a focus on improving basic education. We went after three states with successful and inspiring experiences to be replicated: Ceará, Espírito Santo and Pernambuco. In addition to the series, we have published complete studies on the networks, based on data analysis, research, and interviews with those who are part of this story.

One of the missions of Todos is to mobilize and articulate with public authorities and key players to make our proposals and analyses reach decision makers and, at the same time, give a sense of urgency and importance to the Brazilian Basic Education agenda.



Leaders, educators, specialists - all gathered in an unprecedented meeting to debate the current challenges and the ways to move forward in Brazilian Basic Education at the Annual Meeting Education Now 2022: Renewing the Commitment. The spirit of urgency and the political need to renegotiate the commitment to Education and future generations, especially in an election year, in addition to the critical analysis of the pandemic period, were themes that permeated the meeting, which also honored and recognized, with the 1st All for Education Award, the work of people who contributed to Basic Education. Since April, we have been going all over Brazil to mobilize in defense of the cause of Public Basic Education. The Education Now Caravans are an especially important journey at this decisive moment for the country, in a process of listening, dialoguing, and mobilizing pre-candidates, local leaders from various sectors, the school community, and opinion makers. Until the end of August, we will travel to these states: Pernambuco, Ceará, Maranhão, Pará, and Rio Grande do Sul.

I. Give (greater) knowledge to the main candidates of the states about the technical document of Education Now, in order to make it a reference for the construction of the government program and, mainly, for the eventual management;

II. Sensitize the local public debate to the Basic Education agenda, creating the basis for the mobilization to be sustained until the elections.

At Todos, our main work stream is monitoring education outcomes and implementation processes of education policies.


A survey commissioned from Datafolha, in a partnership between All for Education and Itaú Social, interviewed principals of Brazilian public elementary, middle and high schools. The data showed, for example, that according to the vast majority of professionals in this category, the predominant model for selecting principals is not ideal. Although more than half of the public school principals are appointed by appointment by the Secretary of Education, only 5% of them believe that this is the best way to choose principals. For 93% of those interviewed, the selection processes for school management should evaluate the technical competencies of the candidates.

Todos has publicly positioned itself once again on homeschooling. Homeschooling is placed as one of the priority agendas of the current government. There were two relevant positions, dedicated to analyzing the theme and provoking a debate about the risks imposed on children and young people.

The mobilization inaugurated at the Annual Meeting Education Now 2022 marked the invitation for the whole of Brazilian society to make a commitment to the quality of Brazilian public basic education. Olavo Nogueira Filho also participated in the Open Classes debate, organized by Canal Futura, highlighting the importance of the Education Now Caravans. Gabriel Corrêa, All's Educational Policies leader, participated in the live "Inclusion and equity: possible paths", organized by Editora Moderna. The objective was to debate Brazilian educational inequality and the possible paths for the democratization of access and quality. With the aim of building a plural Education Now 2022 that reflects the perceptions and demands of a large number of actors in Basic Education, All for Education has been promoting a broad process of listening to people about education and educational policies. This process includes a representative opinion poll with Brazilian students and, for the first time ever, will include state clippings.

Education Now Caravans - 95%.

Our journey across Brazil in the process of listening, dialoguing, and mobilizing pre-candidates, local leaders from various sectors, the school community, and opinion makers will reach these states by August: Pernambuco, Ceará, Maranhão, Pará, and Rio Grande do Sul.
