TODOS PELA EDUCAÇÃO – ALL FOR EDUCATION
Todos Pela Educação (Todos) celebrated its 15th anniversary in September: 15 years of studying educational public policies, defending, articulating and monitoring indicators and proposals. Always defending students and public schools. Together, we made gains for Brazilian Basic Education, but we still have a long way to go: we will continue steadfast, with you, until all children and young people have access to quality education, which is plural and decisive for their lives.
The third quarter of 2021 was crucial to building our future.
Check out what we did during this period.
Always important to emphasize, the public policy proposals we formulate at Todos Pela Educação (Todos), and suggest, are based on evidence, on data compiled, analyzed and used to develop diagnoses. All of our production aims to qualify the debate and support decision making in the different spheres of public power.
EDUCATION NOW 2022: A PROPOSED STRATEGIC AGENDA FOR BRAZILIAN BASIC EDUCATION
It is possible to have quality Basic Education for all Brazilian students. Believing in this, we have produced, with the support of specialists and third sector organizations, Education Now 2022: A Proposed Strategic Agenda For Brazilian Basic Education (Educação Já 2022: uma proposta de agenda estratégica para a Educação Básica brasileira). The document, released as a "version for debate," contains recommendations for actions that will need to be implemented by the government in an emergency manner, in order to mitigate the effects of the pandemic in Basic Education, as well as proposals for structural measures, articulated in a systemic manner, to raise the quality of Basic Education and reduce inequalities in the country's educational systems.

In recent months, we have witnessed the gradual reopening of schools in several states across the country. Therefore, in parallel with the advocacy for the safe resumption of classroom activities, we continue with articulations and initiatives that can impact the directions of Education in the short and medium terms.
See below the main actions in this area during the quarter:
| TRAINING OF MUNICIPAL MANAGERS
We reached 1,391 of the Brazilian municipalities: more than 4,000 municipal managers guaranteed, through free registration, their participation in the Commitment to Education Program, led by “Todos” with the aim of encouraging municipalities to prioritize an agenda of structural changes in Education.
The initiative includes the signing of a letter of commitment to mark the municipal management's commitment to Education, the Education Now Municipalities Course, a 30-hour online training course for public managers, and the Seal of Commitment to Education, given to the municipalities that participated in the previous stages. A number of partnerships were established to expand and qualify the debate on educational policies and take the Commitment to Education Program to a large number of Brazilian cities.
Education Now Municipalities reaching municipalities and influencing their decision making. Managers and decision makers need access to accurate information and analysis. For this reason, we have released several documents and taken a position on key industry topics and events over the past few months.
| EDUCATION THAT WORKS (EDUCAÇÃO QUE DÁ CERTO)
Numerous education networks in the country have achieved significant educational results at the system level. In addition to showing that it is possible, these are efforts that illuminate paths. Mapping, analyzing and disseminating what lies behind these good examples of educational policies is the mission of the Education That Works (Educação que Dá Certo) initiative of Todos.
Based on interviews with multiple actors involved in each of the experiences and robust analysis of data and indicators, we developed technical documents and didactic materials to support the decision-making process of public managers and teams from the Secretariats throughout Brazil. The materials provide valuable inputs to inspire public managers, as they systematize solutions to challenges common to different public education networks, such as teacher training, pedagogical support to schools, pedagogical use of evaluations and much more. In the third quarter, we systematized municipal cases: Teresina (PI), Coruripe (AL), Londrina (PR) and São Paulo (SP). Get to know all of them in our platform launched in the last quarter of 2021.
| NATIONAL EDUCATION SYSTEM
Todos participated in a session in the Federal Senate dedicated to the debate on the National Education System (SNE). Among the proposals for regulation being discussed in the National Congress, there is PLP 235/2019, object of discussion at the event. Debated for almost one hundred years, the SNE is even more necessary at this time when we need to recover the damage caused to education by the pandemic.

| BRAZILIAN YEARBOOK OF EDUCATION
Held by Todos, in partnership with Editora Moderna, the Brazilian Yearbook of Basic Education reached its tenth edition in August as one of the main references when it comes to monitoring Education. The publication follows all stages, modalities and specificities of Brazilian Education: from Kindergarten to Post-graduation. It has established itself as a traditional consultation tool for journalists, researchers, public administrators and all those who wish to better understand the education scenario in Brazil.
| BUDGET EXECUTION REPORT MINISTRY OF EDUCATION (MEC)
The report aims to understand the factors that impacted the availability of resources and the budget execution of the Ministry of Education (MEC), with a focus on Basic Education. It is based on the bimonthly publications of the Ministry of Economy. In this issue, published in August, we present the analysis of the portfolio's budget execution for the first two bimesters of 2021, addressing the main effects of the delay of the LOA 2021 for Basic Education.
| LEARNING REPORT
Before the COVID-19 pandemic, Brazil showed an important evolution in the percentage of students with adequate learning, especially in primary education. However, the levels still remain far below what is necessary to ensure the right to education for all, especially when we observe that the advances, in general, are not accompanied by a reduction in educational inequality. These are some of the main messages of the Report "Learning in Basic Education: details of the pre-pandemic context". The document presents a balance of learning through 2019 and identifies important advances, challenges and setbacks in educational outcomes, helping to understand under what context the Covid 19 pandemic impacted the lives of millions of students.
| EVALUATION OF THE PRESENCE OF PROJECTS IN BRAZILIAN PUBLIC SCHOOLS ON RACISM, SEXISM AND HOMOPHOBIA
Todos produced and released a technical note to evaluate the presence of projects in Brazilian public schools about racism, sexism and homophobia, from 2011 to 2019. The data come from the questionnaire of the National System for Evaluation of Basic Education (Saeb) answered by school principals. The analysis shows that, in 2019, there was a reduction in the percentage of schools that declared to have projects on these themes.

The long period of closed schools results in losses that go beyond learning, something that children and young people can carry throughout their lives depending on our response from now on. Priscila Cruz (Todos) spoke about this in “National Journal”.

The release of the Brazilian Yearbook of Education had great repercussion in the press, with articles published in the main vehicles of the country and also in the “National Journal”.

| EDUCATION THAT WORKS - RIO DE JANEIRO, SÃO PAULO AND PERNAMBUCO
Todos is mapping cases that show that quality public education is possible in Brazil. A school in Rio de Janeiro managed to guarantee the total absence of school dropouts, even during the pandemic, and the initiative was highlighted on Globonews.
Jornal Hoje, on TV Globo, showed two cases, in São Paulo and Pernambuco, being examples in the fight against truancy and recovery of learning.
| PAULO FREIRE CENTENNIAL - FANTÁSTICO
TV Globo's Fantástico addressed the Paulo Freire centennial and, among the tributes to the patron of Brazilian education, highlighted the post by Todos published on Twitter.
| COMBATING RACISM AND HOMOPHOBIA HAS LITTLE SPACE IN SCHOOLS
Report from Todos pointed out that 48% of Brazilian schools have projects to address ethnic-racial relations. Less than half of the schools have projects to discuss racism and other ethnic-racial relations. The space for combating sexism, homophobia and social inequalities is even smaller. These data were highlighted on CNN.
| OPINION ARTICLES NATIONWIDE
We published opinion articles in which we discussed the gradual, safe and effective resumption of classroom instruction throughout Brazil. The texts were published in News papers and portals from all regions of the country and reinforced the idea that it is necessary to go beyond the pure and simple reopening of schools and adopt essential premises both in school infrastructure and in the strategy for learning recovery.

EVENT PARTICIPATION
| LIVE BETT EDUCAR, SUMMIT EDUCATION AND EDUCATION 360
Olavo Nogueira Filho, executive director of Todos, was at the first Lives Stage of the Bett Brasil event. The theme of the meeting was: "Schools Reopen: How to Return Safely? He also participated in Education360. The debate had the following theme "Sharing lessons: what we know about the pandemic's impact on education", and featured Patrícia Mota Guedes, from Itaú Social. Priscila Cruz, our CEO, took part in the Education Summit Brazil 2021, in the panel "The impact of lost time". In the debate at Estadão newspaper, she dealt with the consequences of the pandemic.
| CONGRESS AWARD IN FOCUS 2021
The most highly rated deputies and senators Congress in Focus Award 2021 were released on October 21.
The special category Defense of Education is granted by Todos. The list was formed based on the affinity of the parliamentarians eligible for the general category of "Best in the House" and "Best in the Senate" with the topic. Legislative production, the presentation of proposals, participation in discussions, among other points, focused on the "promotion of an Inclusive and Quality Education" were evaluated. The main objectives of the award are to strengthen democracy, stimulate citizenship to evaluate the performance of deputies and senators and value those who best represent the population.

| BIRTHDAY TODOS 15 YEARS
Throughout the month of September, our activities carried the mark of Todos's 15 years. A way to look at the present and the past and keep working for the future. To mark these 15 years, we had internal celebrations and showed #WhoMakeTheTodos (#QuemFazOTodos) happen on our Linkedin, presenting our team and collaborators.
| MAINTAINERS
We are a civil society organization supported 100% by donations from individuals, foundations, institutes and companies (we do not receive a penny from the government). It is the donations and partnerships that make our work possible.
One of our partners is the Movimento Arredondar, an NGO that, through partnerships with private initiative organizations, encourages customers to round off the value of their purchases at check out, and donate the cents from the rounding up to support partner causes and NGOs that receive the Movimento Arredondar. Since 2018, we have already received more than R$ 450,000.00.

| DIVERSITY COMMITTEE
In August, we invited Toni Reis, CEO of the National LGBTI Alliance, to talk to the executive team about how to make schools more inclusive and tolerant of the LGBTQIA+ community. The meeting was organized by the Committee of Diversities of Todos, a group of employees whose goal is to propose strategies and actions to give visibility to and expand the diversity and acceptance of diversity in the composition of the executive team and members.
| REPAGINATION OF TODOS’ WEBSITE
We have a new face! And it's not just in appearance, as we have restructured the information and materials on our institutional website. In order to mark a new stage in Todos's strategic actions, we launched our new website, a strategic tool for the dissemination of knowledge and advocacy for Public Basic Education.
