1. Overview / Recent Activities
Building on the gains of the ARAL (Advancing Reading and Literacy) program, which reached over 3,500 children in its first year, Gawad Kalinga continues its mission to close the literacy gap through community-led and government-supported interventions.
From July to October 2025, this mission advanced through the READ Program (Reading Enhancement for Academic Development) and the Zero Illiteracy convergence initiative with the Liga ng mga Barangay sa Pilipinas and several Local Government Units (LGUs).
Together, these programs are turning literacy from an NGO-driven effort into a shared local governance agenda — embedded in barangay education priorities and supported by volunteers and local leaders.
2. Impact / Key OutcomesExpanding Reach Through Convergence
In partnership with the Liga ng mga Barangay, Gawad Kalinga conducted synchronized Barangay Literacy Volunteer (BLV) trainings across five regions — from Luzon to Mindanao — demonstrating that local action, when coordinated, can move the needle toward Zero Illiteracy.
Highlights this period:
5 regional BLV trainings conducted in Batangas, Iloilo, Butuan City, Davao Occidental, and Maguindanao del Sur
15 barangays participated in the pilot phase
80+ Barangay Literacy Volunteers trained to assist children and adults in basic reading
These sessions strengthened the connection between barangay governance and literacy promotion — a vital step toward scaling the model nationwide.
Strengthening LGU Ownership: The Gainza Partnership
Under the READ Program, a Memorandum of Agreement was signed with the LGU of Gainza, Camarines Sur to reach 1,300 struggling readers in the 2025–2026 school year.
This collaboration ensures literacy work is anchored in local government priorities — not just as a Gawad Kalinga initiative, but as a shared community mission.
“When GK and the LGU work together, literacy becomes everyone’s mission,” shared a teacher-volunteer from Gainza.
The Gainza partnership demonstrates how LGUs can adopt and sustain literacy programs by integrating them into their education and development plans — a model that can be replicated in other municipalities.
3. Challenges and Lessons Learned
Coordinating simultaneous trainings across multiple regions required flexibility and strong collaboration among Liga officers, barangay councils, and GK teams. Each site faced different conditions — from logistics to post-disaster adjustments — but teamwork at the local level allowed implementation to move forward smoothly.
Another challenge was the limited availability of reading materials for follow-up sessions, which affected some BLV activities. GK will provide age-appropriate books for the students to read.
The key takeaway remains: LGU engagement is the foundation for sustainability. When literacy becomes part of local governance, it evolves from a short-term project into a continuing community effort.
4. Stories from the Ground
After the Cebu earthquake, GK volunteers spent time with displaced children through storytelling sessions — a small but meaningful way to restore normalcy and hope. These moments remind us that literacy is not only an academic skill but also a bridge to healing and connection.
In Davao Occidental, a volunteer shared: “Before, I didn’t know how to start teaching reading. Now I visit children every weekend, and they’ve begun reading street signs and short passages. Every small progress feels like a victory.”

6. What’s Next / Future Plans
The next phase of the READ and Zero Illiteracy efforts will focus on:
Strengthening local literacy sessions led by trained BLVs
Replicating the Gainza LGU partnership model in other provinces
Continuing national coordination with the Liga ng mga Barangay to expand to more pilot areas
With ARAL as our foundation and READ as our bridge to scale, we are moving toward a Philippines where every barangay champions literacy — and every child, regardless of background, has the chance to read, learn, and dream.
From Luzon to Visayas to Mindanao — sabay-sabay ang hakbang tungo sa Zero Illiteracy.
