While much of HALO’s work in Afghanistan focuses on the clearance of minefields, items of Explosive Ordnance continue to litter the homes, schools, and parks across the country. To ensure communities have a safe means of removing these items, HALO deploys Quick Response Teams, functioning similarly to an emergency service, responding to callouts from communities when suspicious items are found.
Since 2010, Quick Response Teams have responded to 2,916 callouts and destroyed, 7,672 explosive items, including 31 anti-tank mines, 74 anti-personnel mines, 38 IEDs, and 7,187 unexploded ordnances. These items have been found in various locations, including schools and clinics.
In September 2023, Gull called HALO out after finding mortar while collecting wood with his son, near his village in Nangarhar Province. Upon arrival, the team found that the mortar was still fused and too dangerous to move. The team conducted an onsite demolition, exploding the device in a safe and controlled manner before removing the casing that was left behind.
Gull told HALO that he feels lucky that he and his son escaped unharmed. Three people have been injured in their village after finding themselves in a similar situation, herding sheep or collecting wood. He explained that explosives are scattered across their land because of the fighting. Sometimes, people don’t see them in time or recognize items as dangerous.
The Quick Response Team then delivered a risk education class to other village members to highlight the risks associated with explosive ordnance and how to stay safe. In these sessions, HALO ensures individuals can recognize, avoid, and report hazards to prevent further accidents or injuries.
This Quick Response Team has responded to 39 callouts across Nangahar province since April 2023, disposing of one anti-personnel mine, 26 IEDs, and 30 items of unexploded ordnance.
