Governance and Partnership Dynamics: Launched in January 2023, the IEPPE project reached the conclusion of its implementation cycle in September 2025, achieving a 93% completion rate. The strength of this initiative lies in a collaborative governance model involving key line ministries (Education and Child Protection), local authorities, and an NGO consortium led by HARDI and GRET. This period was characterized by strong community and institutional mobilization, which facilitated local ownership and the seamless execution of field actions. In total, the project directly impacted 8,827 beneficiaries and established a structured network of Civil Society Organizations (CSOs) specializing in Early Childhood Protection and Education (ECPE).
Infrastructural and Pedagogical Achievements: The intervention successfully integrated 4,445 children into a secure preschool and primary cycle, reaching 99.98% of enrollment targets. This success is rooted in the rigorous completion of planned infrastructure, alongside comprehensive equipment provision and strict monitoring and control of construction sites. Beyond physical structures, educational quality was transformed through the effective implementation of training sessions and formative visits for teachers, educators, and supervisors. The rollout of parental and pedagogical toolkits, supported by close follow-up, enabled a concrete reinvestment of skills, leading to lasting improvements in both school and family practices.
Child Protection and Multisectoral Coordination: A central pillar of the project was the establishment and support of Child Protection Networks (RPE), Watch Cells (CEV), School Management Committees (FEFFI), and communal committees. Through the development of precise action plans and reinforced multisectoral coordination, the project fostered a protective environment for young learners. This dynamic laid the groundwork for a solid educational continuum between the home and the school, where 85% of trained parents now actively apply responsible parenting practices.
Capitalization and International Reach: The project placed significant importance on knowledge production and the visibility of its actions. The organization of forums, interregional exchanges, and an international workshop on ECPE fostered a rich partnership dynamic. This capitalization effort is backed by extensive documentation, including a longitudinal study of the second cohort, consolidated studies across Madagascar and Burkina Faso, and the publication of "best practice" factsheets. Finally, the political commitment of 8 municipalities ensures a solid foundation for the future, guaranteeing that early childhood remains a lasting priority on the public agenda and strengthens the bond between the State and civil society.
