The ABS-CBN Foundation and the Philippines' Davao Prison and Penal Farm seek to buy additional sewing machines (currently 4 machines serving a facility population of 800) to enable trained inmates to earn and support their families while serving time. This income prevents spouses from seeking other relationships to support the children, which usually lead to crimes of passion upon release. This project acknowledges inmate rights to economic security and family integrity.
Recidivism is rated at 47.9% in the Philippines. Lack of economic opportunities is cited as one of the factors that lead to recidivism. The Davao Prison and Penal Farm, part of the Bureau of Corrections, is focused on rehabilitation of its wards, in collaboration with the Dept. of Educ and the ABS-CBN Foundation. The problem is that funding its life skills training program is limited, with only 4 sewing machines for 800 potential trainees.
This project will provide much needed sewing machines that persons deprived of liberty (PDL) can use for t-shirts, uniforms and other orders from various government agencies. Income from each t-shirt or order sewn is remitted for family support while the PDL serves his time. In addition, he is provided with the technical skill and discipline to earn a decent income to support his family upon release from the facility, mitigating recidivism.
The project will train 80-100 wards (persons deprived of liberty or PDLs) of the Davao Prison and Penal Farm in sewing and tailoring, providing them with an income during and after release from prison. In addition, the income provided the family while the PDL is serving his time will ensure that the wife will not go into other relationships in order to support her children, securing the integrity of the family and preventing another crime of passion upon release. This project elevates community.
